Ky. Transportation Cabinet sets snow and ice removal priorities for 2014-15 winter season

    The Kentucky Transportation Cabinet has established priority routes for snow and ice removal for the upcoming winter season in the 10 counties that make up the Department of Highways District 10.
Snow removal priority routes in Estill County are:
    Priority A: KY 52, KY 82, KY 1571 and portions of KY 89 and KY 499.
    Priority B: The remainder of KY 89, KY 213, portions of KY 594 and KY 851, KY 1457 and KY 1705.
    Priority C: All other routes.
    KYTC is responsible for keeping more than 1,800 miles of state-maintained roadway in the district passable in inclement weather. This amounts to nearly 3,800 lane-miles of highways that must be treated and plowed during each snowstorm. (One mile of two-lane road equals two lane-miles; one mile of four-lane highway equals four lane-miles). KYTC sets snow removal priorities according to the amount and nature of traffic on the routes within each individual county. Maps showing the snow removal priority routes may be viewed at http://go.usa.gov/gmDe.
    Priority A routes include major through routes and are those most heavily traveled in each county. They include parkways and other major arterial routes. Under normal winter weather conditions, the goal is for non-Interstate Priority A routes to be plowed and treated within two hours of the beginning of the storm, with the process repeated every two hours.
    Priority B routes include other important but lesser traveled routes in each county. The goal for plowing and treating these highways is every four hours.
    Other state-maintained roads not fitting into either of the two higher categories fall into Priority C. The goal for these roads is to plow them at least once every eight hours, and to treat problem areas in the same time span. In some cases, Priority C routes may not be completely treated until other higher priority routes are cleared.
    These turnaround times are goals established in Transportation Cabinet policy, but individual circumstances relating to each weather event may impact whether or not these goals are achieved. Plowing and treating schedules may be impacted by the severity of the storm or other factors. During light snowfalls, crews may be able to treat all roads within a county more rapidly. Heavier snows, or varying weather conditions in different areas of each county, may impact this schedule.
    "Last year was a challenge for our snow removal team,” said Corbett Caudill, chief district engineer for the Department of Highways District 10. “We had more snow and colder temperatures than we have had for the past several years, and by the end of winter, we were running low on salt. We learned several lessons last winter that we will apply to our snow removal efforts this year. Our crews have already responded to a couple of light snowfalls, so we are ready for the worst of winter when we will get more frequent and heavier snows.”
    “The Transportation Cabinet recognizes how important roadway conditions are to Kentucky motorists,” Caudill continued. “We are dedicated to keeping state highways clear and safe for travel. Our snow removal crews will work long, hard hours during the winter to keep our highways passable."
    "We ask drivers to be patient during snow removal operations," Caudill added. "Drivers should slow down, keep an eye out for snowplows, and remember to buckle up to ensure their safety. Our crews will work as fast as they can to clear the highways."
    Again this year, District 10 will use Twitter and Facebook to provide updates on road conditions when weather-related emergencies occur. These social media outlets are available on home computers and Internet-enabled smartphones.
    “Every winter, the number of our social media followers grows,” Caudill said. “Several media outlets in our area forward our road condition reports to their own followers, which helps spread the word and aids travelers during bad weather. We urge motorists to check these sources before they leave home to know the status of our highways during winter weather events.”
    Motorists may also dial 511 to hear traffic and travel information. Signs have been erected throughout the 10 counties of District 10 to promote the 511 service.

Two Estill County Bands Featured In Upcoming Film

"Manitoba Rock n Rolla" and "Ash Wednesday"
    There is a movie that premiered in November that features St. Louis called "Four Color Eulogy". It was filmed there as well and will premiered at the St. Louis Film festival and will then be shown in various film festivals and conventions and hit DVD and digital in the spring. It features the music of two Estill County bands, Tony Carroll's band "Manitoba Rock n Rolla" as well as "Ash Wednesday". It also features the music of "All the Little Pieces" out of Lexington. These three bands are the only thing "non-St. Louis" about it. Here are some useful links.

Russell Riddell, Jr., 60

    Russell Riddell, Jr., age 60, of Pea Ridge Road in Irvine, Kentucky, passed away Monday, December 8, 2014, at the Marcum & Wallace Memorial Hospital after a long illness.
    He was born August 4, 1954 in Estill County and was the son of the late Russell and Alberta Underwood Riddell. He was a carpenter and had lived in Estill County all of his life.
    Mr. Riddell is survived by one daughter, Jacqualine Michell Riddell, Madison County; one son, Russell Riddell III, Estill County; three sisters: Lucille Carroll (Bob), Estill County; Betty West (Andy), Madison County; and Bernece Burke (Larry), Estill County; two brothers: Michael Glenn Riddell (Martha Sue), and Charles Darrell Riddell, both of Estill County; and five grandchildren: Ryan Casey Riddell, Megan Gross, Kadence Riddell, Eleice Agee and Madison Riddell.
    Funeral services will be conducted at 1:00 p.m., Thursday, December 11th at the Warren F. Toler Funeral Home Chapel by Bro. Beverly Arvin. Burial will be at the Pea Ridge Cemetery. Friends may call between 6 and 9 p.m., Wednesday, December 10th at the funeral home.

David Nelson Lee, III, 22

    David Nelson Lee, III, age 22, of Bradbury-Pointe Drive in Richmond, Kentucky, passed away Friday, December 5, 2014, at the Baptist Health Richmond.
    He was born December 11, 1991 in Brevard County, Florida, and was the son of David Nelson Lee, II and Paula Lynn Dunaway Lee. He was an employee at Stop and Shop and was a member of the Corinth Christian Church.
    Survivors, in addition to his father and mother, include his grandparents: Linville and Pauline Dunaway of Estill County; and David Nelson & Carolyn Lee of Madison County; his great grandparents: Neffie Woosley, Estill County; and Velma Moss, Ohio; two sisters: Bethany Paige Lee and Megan Nicole Lee, both of Texas; and several aunts, uncles and cousins.
    Funeral services will be conducted at 1:00 p.m., Wednesday, December 10th at the Warren F. Toler Funeral Home Chapel by Bro. Paul Groves. Friends may call between 6 and 9 p.m., Tuesday, December 9th at the funeral home.

Reva Mae Smith, 97

    Reva Mae Smith, age 97, of Richmond, Kentucky, passed away Thursday, December 4, 2014, at the Hospice Care Plus Compassionate Care Center.
    She was born June 4, 1917, in Estill County, to Matt and Martha Gabbard Brandenburg, both of whom preceded her in death. She was the widow of Alden Smith, who passed away in 1997, and was of the Christian faith. Mrs. Smith, known by many as “Aunt Reva”, was a homemaker and was well known for her homemade desserts; especially her fried apricot pies.
    In addition to her parents and husband, she was preceded in death by two sisters: Ethel Woods and Effie Eden; and five brothers: Carl, Elbert, Edward, Ezra, and Fred Brandenburg.
    She is survived by three nieces, 11 nephews; a special great niece, Sherri Eden; and a special first cousin, Janie B. Gudy of Lexington.
    Visitation for Mrs. Smith, began at 12:00 Noon on Saturday, December 6th at Oldham, Roberts & Powell Funeral Home, 1110 Barnes Mill Road, Richmond, followed by her service at 1:00 p.m. Bro. Elmer Thomas officiated the service. Burial followed in the Richmond Cemetery.
    Pallbearers were E. W. Brandenburg, Gene Woods, Bobby Combs, Chandler Combs, Jim Carr, Kevin Coleman, David Denny Sr., and Ron Eden.

Samantha Lynn Elam

    Samantha Lynn Elam, age 20, of Sandhill Road in Irvine, Kentucky, passed away Wednesday, December 3, 2014, at the Marcum & Wallace Memorial Hospital.
    She was born March 5, 1994 in Madison County and was the daughter of Sarah Lynn Shockley Nichols and the late Chris Nichols. She had lived in Estill County most of her life.
    Ms. Elam is survived by her mother, Sarah Lynn Shockley Nichols; her step-father, Wendell Barrett; her grandmother, Connie Rawlins, Florida; one sister, Brittany Elam, Estill County; one brother, Chris Nichols, Estill County; one step-sister, Keisha Davidson; one step-brother, John Barrett; and several aunts, uncles, cousins, and friends.
    Memorial services were conducted 1-3 p.m., Sunday, December 7 at the Miller’s Creek Church by Jimmy McKinney.

Mitchell Alcorn Sr.

    Mitchell Alcorn Sr., 70, of Corydon, Indiana; died Monday, December 1, 2014, at his home, near Corydon, after a 2-year battle with lung cancer.
    He was born March 26, 1944, in Estill County, Kentucky, to the late Beverly and Lillian Barker Alcorn. He was a retired truck driver with Keller Manufacturing Company in Corydon.
    Mr. Alcorn was preceded in death by his parents; his brothers, Clark, Sherman, Matt, Henry and Earl and his sisters, Sarah and Miranda.
    Survivors include his wife, Karen Willis Alcorn; his sons, Robert Mitchell Alcorn (Lona) of Hustonville, Kentucky; Mitchell Alcorn Jr. (Missy) and Russell Lynn Alcorn (Mary Ann), both of Corydon; his daughters, Beverly Regina Berkwith (David) of Middletown, Ohio; Bertie Mae Faulkner and Pearlene Alcorn, both of Corydon; his brother, Wilse Alcorn of Carlisle, Ohio; his sister, Gracie Sandlin (Floyd) of Hamilton, Ohio; his grandchildren: Lindsey, Jay, Michael, Randi, Rusti, Brittany, Katie Jo, Wade, Kristen and Jarrett; and his great granddaughter, Libby.
    Funeral services were conducted at 2:00 p.m., Thursday, December 4th at Pine Hill Baptist Church in Irvine, Kentucky, with Rev. Eddie Eve will officiating. Burial was in the Alcorn Cemetery near Irvine.     Dewey Elden Cole Jr., age 47, of Spout Springs Road in Irvine, Kentucky, passed away Monday, December 1, 2014, at the Marcum & Wallace Memorial Hospital after a long illness. He was born December 12, 1966, in Estill County, and was the son of Dewey Elden Cole Sr. and Geraldine Crowe Cole. He was a truck driver and had lived in Estill County all of his life.
    Survivors, in addition to his father and mother, include his wife, Dodie McCoy Cole; one son, Jeremiah Caige Cole, Irvine; three sisters, all of Irvine: Kimberly Cole Chaney Blackwell (Jim), Eldina Cole Howe (Jerry), and Lorri Cole Cornett (Jerry), 17 nieces and nephews and several great nieces and nephews.
    Mr. Cole was preceded in death by one son, Jonathan Maleki Cole.

    Ollie Witt, age 54, of Irvine, Kentucky, passed away Monday, December 1, 2014 at St. Joseph Hospital in London, after a sudden illness.
    He was a native of Estill County, born September 8, 1960, a son of the late Vernon and Clarice June Grassman Witt.
    Mr. Witt was preceded in death by his brother, Kerry L. "Bud" Witt.
    Survivors include his sons: Brandon Witt (Brittany) and Bruce Witt (Jacquie); his daughter, Tonya Rowe (Jonathan); and his grandchildren: Emily, Robert Aaron, Katie, Aiden, Connor, and Caroline.

    Leonard Wilbert Berger, age 74, of Dry Branch Road in Irvine, Kentucky, passed away Sunday, November 23, 2014, at the Marcum & Wallace Memorial Hospital following a long illness.
    He was born May 6, 1940 in Estill County and was the son of the late Vernon and Ada Walling Berger. He was a truck driver and had lived in Estill County all of his life.
    Mr. Berger was preceded in death by his wife, Mattie Carolyn Powell Berger; and three brothers: Lenval, Shirley, and Glenn Dean Berger.
    He is survived by two sisters: Wilma Flinchum and Martha Sparks, both of Estill County; one son, Ronnie Powell; three grandchildren: Earl and John Powell, and Scott Riddell; and three great, great grandchildren: Brianna, Lyndsi, and Cody Powell, all of Estill County.
    Funeral services were conducted at 2:00 p.m., Wednesday, November 26th at the Warren F. Toler Funeral Home Chapel by Bro. Delvin Reece. Burial was at the West Irvine Cemetery. Friends called between 6 and 9 p.m., Tuesday, November 27th at the funeral home.

    Helen Catherine Stone, age 79, of Cantrill Street in Irvine, Kentucky, passed away Sunday, November 30, 2014, at the University of Kentucky Medical Center in Lexington, following a long illness.
    She was born January 9, 1935 in South Hampton, New York and was the daughter of the late Floyd and Helen Brennan King. She was a homemaker and a member of the St. Elizabeth Catholic Church. She had lived in Estill County for the past 37 years.
    Mrs. Stone is survived by two daughters: Kathy Stone and Theresa Stevens, both of Irvine; four sons: David Stone (Mary), South Hampton, New York; Danny Stone (Traci), Richmond; William Stone & fiancé, Nancy Brandenburg, Irvine; and Jimmy Stone (April), Irvine; one brother, Richard King (Karen), Maryland; and eight grandchildren.
    She was preceded in death by one son, Robert Stone.
    Funeral services were conducted at 11:00 a.m., Thursday, December 4th at the St. Elizabeth Catholic Church by Father Al Fritsch. Burial was at the West Irvine Cemetery. A prayer service was conducted at 5:30 p.m., Wednesday, December 3rd with visitation to follow until 8 p.m. at the Warren F. Toler Funeral Home and after 10 a.m., Thursday at the church.

    Myrtle Moore, age 74, of Stevens Avenue in Irvine, Kentucky, passed away Friday, November 28, 2014, at the St. Joseph Hospital East in Lexington, after a long illness.
    She was born December 12, 1939 in Owsley County and was the daughter of the late Dyke and Jane Fugate Moore. She was a former waitress and attended the Methodist Church. She had lived in Estill County most of her life.
    Mrs. Moore was preceded in death by her husband, Robert Moore.
    She is survived by one daughter, Donna Marcum, Estill County; three sons: Freddie Reynolds, Madison County; Denver Reynolds, London, Kentucky; and Gary Reynolds, Georgia; two sisters: Edna Masters, Madison County; and Belle Sebastian, Estill County; one brother, Junior Moore, Lexington; seven grandchildren, and several great grandchildren.
    She was preceded in death by one son, Randall Lee Reynolds; two sisters: Emra Mays and Martha Gaines; and one brother, Albert Moore.
    Memorial services will be held at a later date.

James Leon Garrett, age 77

    James Leon Garrett, age 77, of Sandhill Road in Irvine, Kentucky, passed away Wednesday, November 26, 2014, at the University of Kentucky Medical Center in Lexington, following a short illness.
    He was born May 12, 1937 in Estill County and was the son of the late James Houston and Ruby Stacy Garrett. He was a retired Square D employee and a former member of the National Guards. He was a member of the Church of Christ on Broadway and had lived in Estill County all of his life.
    Mr. Garrett was preceded in death by his wife, Dorothy McIntosh Garrett.
    He is survived by two sons: James Richard Garrett (Joyce) and Tony Wayne Garrett (Andy), both of Irvine; two sisters: Loretta Neikirk and Doris Tevis, both of Irvine; six grandchildren and nine great grandchildren.
    Mr. Garrett was preceded in death by his daughter, Tammy Lee Garret Collins.
    Funeral services were conducted at 2:00 p.m., Sunday, November 30th at the Warren F. Toler Funeral Home Chapel by Bro. Bob Casey. Burial was at the Sunset Memorial Gardens. Friends called between 6 and 9 p.m., Saturday, November 29th at the funeral home.

    Exie Mae Crawford, age 78, of Racetrack Road in Irvine, Kentucky, passed away Tuesday, November 25, 2014, at the Baptist Health Lexington Hospital after a long illness.
    She was born May 14, 1936 in Estill County, the daughter of the late Oliver and Myrtie Tipton. She was a homemaker and had lived in Estill County all of her life.
    Mrs. Crawford was preceded in death by her husband, Ollie T. Crawford.
    She is survived by two daughters: Louise Spears (Bill), Estill County; and Juanita Sparks (Gary Steven), Madison County; two sons: Ollie Ray Crawford (Brenda), Powell County; and Gary Wayne Crawford, Estill County; several brothers and sisters, eight grandchildren and several great grandchildren.
    Mrs. Crawford was preceded in death by one son, Bobby Crawford.

    He was born June 25, 1953 in Madison County and was the son of the late Frank Jr. and Irene Wolfinbarger Charlton. He had lived in Estill County all of his life.
    Mr. Charlton is survived by his companion, Sharon Morris & son, Kevin; one son, Randall Charlton (Gina), Estill County; five sisters: Jenny Hedges, Richmond; Sandra Reed (Jimmy), Western Kentucky; Darlene Young (Earl, Lori Johnson (Harold), both of Estill County; and Libby Charlton, Nicholasville; two brothers, Michael Charlton (Cindy), Estill County; and Gene Charlton (Jennifer), Berea; and three grandchildren: Ty Glenn, Isaiah and Eli.
    He was preceded in death by one brother, Donald Charlton.

    Gary Dale Estes, age 61, of Irvine, Kentucky, husband of Joretta Newton Estes, passed away Monday, November 24, 2014 at the University of Kentucky Medical Center in Lexington, after a short illness.
    He was a native of Estill County, born July 16, 1953, a son of the late Ola and Mary Frances Donahue Estes. He was a retired employee of Irvine Municipal Utilities. Mr. Estes was a member of the Estill County Historical Society, and the Kentucky Friends of the Bluegrass.
    Survivors, other than his wife Joretta, include his sons: Brian C. Estes and Jeffery W. Estes; two brothers: Ola Estes Jr. and John Estes; two sisters Linda Estes and Barbara Estes; three grandchildren Adam Estes, Megan Estes, and Lilly Jo Estes; and his special friends, Charles and Joline Hughes. He is also survived by several nieces and nephews, and a host of friends.
    Services were held at 2:00 p.m., Friday, November 28th at Lewis Funeral Home with Bro. Terry Barnes officiating. Friends called anytime after 10:30 a.m., Friday, until service time.

    Katherine Marcum, age 57, wife of John Marcum, passed away Monday, November 24, 2014, at home.
    She was born November 11, 1957 in West Liberty to the late Bob Hoskins and Lula Hankins.
    Survivors include her husband, John Marcum, Clay City; one son, Jayme Hoskins, Clay City; two daughters: Crystal Hoskins, McKee; and Jessica Marcum, Clay City; her mother, Lula Hankins, Irvine; one brother, Robert Hoskins; one sister, Karen Caudill; seven grandchildren: Amber Cole, Tyler Hoskins, Mia Marcum, Austin Brewer, Shelby Hoskins, Lauren Flannery, and Jacob Flannery.
    Mrs. Marcum was preceded in death by her father, Bob Hoskins.

    He is survived by his companion, Dovie Flinchum, Estill County; and two sisters: Wilma Flinchum and Martha Sparks, both of Estill County.
    Mr. Berger was preceded in death by one sister, Allene Berger; and three brothers: Lenval, Shirley and Glen Dean Berger.
    Funeral services were conducted at 2:00 p.m., Wednesday, November 26th at the Warren F. Toler Funeral Home Chapel by Bro. Delvin Reece. Burial was at the West Irvine Cemetery. Friends called between 6 and 9 p.m., Tuesday, November 27th at the funeral home.
    Pallbearers were Jordan Durbin, Nikita Flinchum, Larry Sparks, Roger Fike, Freddie Durbin and John Powell.

Andie Lee Conner, 61

    Andie Lee Conner, age 61, husband of Gloria Conner, passed away on Sunday, November 23, 2014 at St. Joseph Hospital.
    He was born in Estill County, Kentucky, on April 24, 1953, to the late Johnny Delbert and Gracie Lee Conner. He was a retired truck driver and a member of the Winchester Coon Club.
    In addition to his wife, he is survived by four children: Timmy Conner (Crystal), Tabitha Miller (John), Polly Florence (Brian), and Andy Lee Conner Jr.; five grandchildren: Brayden Conner, Zack Miller, Cori Miller, Jimmy Miller and Cameron Florence; and five brothers: Vernon, Riley, Lindy, Mike and Buck Conner.
    He was preceded in death by his parents; two brothers, Millard and David Lee Conner; and one sister, Lou Alice Conner.
    Services were conducted at 10:30 a.m., Wednesday, November 26th at Scobee Funeral Home by Pastor Billy Keller. Burial was in Salem Cemetery in Estill County. Visitation was Tuesday, November 25, 2014 from 5:00-7:00 p.m. at Scobee Funeral Home.
    Pallbearers were Vernon Conner, Riley Conner, Lindy Conner, Mike Conner, Buck Conner, Timmy Conner, Jimmy Miller, Zack Miller, Jason Conner and John Miller.

Jacob Riley Fountain, 17

    Jacob Riley Fountain, age 17, of Winchester, Kentucky, son of Robbie and Melissa Dearing Fountain of Winchester, and the grandson of David Dearing of Irvine, passed away Sunday, November 23, 2014, at his home from a Cystic Fibrosis related condition.
    In addition to his parents, he is survived by grandfathers, David Dearing and Rev. Donald Fountain; aunts and uncles: Sherry & Austin Tipton, Anthony & Cindy Fountain, Steven & Trudy Fountain, and Keith Fountain; several cousins and a host of friends.
    He was preceded in death by his grandmothers, Sherion Dearing and Hattie Fountain; and a cousin, Andrew Fountain.
    Funeral services were held at 12 Nooon, Wednesday, November 26th at the Rolan G. Taylor Funeral Home, 289 South Main Street in Winchester, with Rev. Jerry Hatton presiding. The family received friends Tuesday, November 25th, from 5-8 p.m., at the funeral home. Burial was in the Winchester Cemetery.
    Serving as pallbearers were Brian Fountain, Joshua Fountain, Danny VanWinkle, Kristopher Ladd, Ricki Crawford, and Brandon Turner.

Tamela E. Gerald, 45

    Tamela E. Gerald, age 45, passed away Saturday, November 22, 2014, at Baptist Health in Richmond, after a sudden illness.
    She was a native of Madison County, born August 11, 1969, a daughter of the late Billy P. and Claribell Henry Gerald. She worked in the dry cleaning industry, enjoyed cooking, and attended church at the Ravenna Christian Church.
    Ms. Gerald was preceded in death by her brothers, Michael and Anthony E. Gerald.
    Survivors include her daughter, Victoria Gerald; her special loved one, Lois Webster; her best friend, Madalyn Willis; her brothers, Doug and Johnnie Gerald; her sisters: Brenda Epperson, Jayne Gerald, and Pam Gerald; nieces & nephews: Doug Gerald, Aaron Gerald, Keisha Epperson, Devon Gerald, Kiara Gerald, Anthony Gerald, K.T. Epperson, Dustin Gerald; and great nieces & nephews: Austin Gerald, Christian Gerald, Jace Gerald, Kamani Epperson, and Jaela Smith.
    There was a gathering of friends at 5:00 p.m., Wednesday, November 26th, beginning at 5:00 p.m. at Heritage Funeral Home. A memorial service began at 7:00 p.m. on Wednesday
