Ky. Transportation Cabinet sets snow and ice removal priorities for 2014-15 winter season

    The Kentucky Transportation Cabinet has established priority routes for snow and ice removal for the upcoming winter season in the 10 counties that make up the Department of Highways District 10.
Snow removal priority routes in Estill County are:
    Priority A: KY 52, KY 82, KY 1571 and portions of KY 89 and KY 499.
    Priority B: The remainder of KY 89, KY 213, portions of KY 594 and KY 851, KY 1457 and KY 1705.
    Priority C: All other routes.
    KYTC is responsible for keeping more than 1,800 miles of state-maintained roadway in the district passable in inclement weather. This amounts to nearly 3,800 lane-miles of highways that must be treated and plowed during each snowstorm. (One mile of two-lane road equals two lane-miles; one mile of four-lane highway equals four lane-miles). KYTC sets snow removal priorities according to the amount and nature of traffic on the routes within each individual county. Maps showing the snow removal priority routes may be viewed at http://go.usa.gov/gmDe.
    Priority A routes include major through routes and are those most heavily traveled in each county. They include parkways and other major arterial routes. Under normal winter weather conditions, the goal is for non-Interstate Priority A routes to be plowed and treated within two hours of the beginning of the storm, with the process repeated every two hours.
    Priority B routes include other important but lesser traveled routes in each county. The goal for plowing and treating these highways is every four hours.
    Other state-maintained roads not fitting into either of the two higher categories fall into Priority C. The goal for these roads is to plow them at least once every eight hours, and to treat problem areas in the same time span. In some cases, Priority C routes may not be completely treated until other higher priority routes are cleared.
    These turnaround times are goals established in Transportation Cabinet policy, but individual circumstances relating to each weather event may impact whether or not these goals are achieved. Plowing and treating schedules may be impacted by the severity of the storm or other factors. During light snowfalls, crews may be able to treat all roads within a county more rapidly. Heavier snows, or varying weather conditions in different areas of each county, may impact this schedule.
    "Last year was a challenge for our snow removal team,” said Corbett Caudill, chief district engineer for the Department of Highways District 10. “We had more snow and colder temperatures than we have had for the past several years, and by the end of winter, we were running low on salt. We learned several lessons last winter that we will apply to our snow removal efforts this year. Our crews have already responded to a couple of light snowfalls, so we are ready for the worst of winter when we will get more frequent and heavier snows.”
    “The Transportation Cabinet recognizes how important roadway conditions are to Kentucky motorists,” Caudill continued. “We are dedicated to keeping state highways clear and safe for travel. Our snow removal crews will work long, hard hours during the winter to keep our highways passable."
    "We ask drivers to be patient during snow removal operations," Caudill added. "Drivers should slow down, keep an eye out for snowplows, and remember to buckle up to ensure their safety. Our crews will work as fast as they can to clear the highways."
    Again this year, District 10 will use Twitter and Facebook to provide updates on road conditions when weather-related emergencies occur. These social media outlets are available on home computers and Internet-enabled smartphones.
    “Every winter, the number of our social media followers grows,” Caudill said. “Several media outlets in our area forward our road condition reports to their own followers, which helps spread the word and aids travelers during bad weather. We urge motorists to check these sources before they leave home to know the status of our highways during winter weather events.”
    Motorists may also dial 511 to hear traffic and travel information. Signs have been erected throughout the 10 counties of District 10 to promote the 511 service.

Charles Edward Vanhuss, 91

Charles Edward Vanhuss

     Charles Edward Vanhuss, age 91, died Saturday, January 10, 2015 at Irvine Health and Rehabilitation Center in Irvine, Kentucky, after a short illness.
    If a task needed to be done in the cities of Irvine and Ravenna, there was one man for the job -- Charlie Vanhuss.
    He was born July 31, 1923 in Ravenna and was preceded in death by his parents, Elijah Thomas and Fay McElroy Vanhuss and a brother, John Thomas Vanhuss. Charlie attended school at Ravenna Elementary and Irvine High School until he was forced to drop out in 1941 to provide for his family after the death of his father. Even though he didn't get to graduate with his class, he returned and graduated from Irvine High School in 1948.
    He was very committed to his community. He served as Scoutmaster of Troop 144 for 25 years, produced 43 Eagle Scouts and was consequently awarded the Silver Beaver Award, scouting's highest honor for distinguished service. Charlie was a very active member of the Ravenna Christian Church as an elder, Sunday School teacher, board member and lay minister. He served as a member of the Ravenna City Council and as Mayor Pro Tem. He was recognized for his heroic actions during the destructive tornado that hit Ravenna in 1961. He was the Chairman of the Democratic Party in Estill County and was inducted into the Permanent Roll of Honor of the Democratic National Committee in 1956. He was a Legion of Honor member of Kiwanis International and had more than 50 years of perfect attendance in the local club. He helped organize the Estill County Chamber of Commerce in 1947, the Estill County Sesquicentennial Celebration in 1958, the Ravenna Fire Department; and he wrote a column for the Citizen Voice and Times newspaper.
    In 2008, the city of Ravenna crated the "Charles E. Vanhuss Park" in recognition of his service to the community of Ravenna.
    He was employed by the L & N Railroad Company, the Humble Oil Company of Houston, Texas and worked for the Ravenna Drug Store for over 46 years. He retired in 1991 from the store and now leaves his beloved community with the respect and love of his many friends and of all those that he lent a helping hand.
    Visitation was held at the Ravenna Christian Church from 6:00 – 9:00 p.m. on Tuesday, January 13 and again at the church from 9:00 a.m. until 1:00 p.m. on Wednesday, January 14, followed by funeral services at 1:00 p.m. at the church.
    In Lieu of flowers donations are requested to the Kiwanis of Irvine-Ravenna.

Bruce Puckett, 79

Bruce Puckett

    Bruce Puckett, age 79, of Leighton Road, in Irvine, Kentucky, passed away Thursday, January 8, 2015, at his home following a long illness.
    He was born November 18, 1935 in Lee County, the son of the late Elvie and Mamie Rawlins Puckett. He was a self employed farmer and a surveyor for the Federal Government. He was of the Church of God Faith and had lived in Estill County most of his life.
    Mr. Puckett is survived by a daughter, Venissa Lynn Cross Brandenburg (Chris Timothy); a son, Timothy Bruce Puckett (Denise Painter), Irvine; a sister, Vermia Faye Puckett McKinney (Beveley), Miamisburg; two brothers: RC Puckett, Irvine; and Ross Puckett (Edna Vaughn), Miamisburg; four grandchildren: Brandy, Cody, Alisha, Savanna; three great grandchildren: Nevaeh, Tristian, Adian; a sister in law: Edith Osborne (Donnie Isaacs); and 23 nieces and nephews.
    He was preceded in death by his wife, Thedus Osborne Puckett; three sisters: Eudell Puckett, Hermia San Puckett Ramey, and Joyce Puckett Stevens; and a brother, Elvie (Smog) Puckett Jr.
    Funeral services were conducted at 2:00 p.m., Sunday, January 11th at the Warren F. Toler Funeral Home Chapel by Bro. Beverly Arvin with burial to follow in the Puckett Cemetery. Friends called between 6 and 9 p.m., Saturday, January 10th at the funeral home.
    Pallbearers were Mardy Stamper, Mike Stevens, Mikie Stevens, Phillip Stevens, Jake Stevens and Roy Lee Stevens.
    Honorary pallbearers were Elvie Puckett and Shayne Puckett.

Troy Lee Mullins Sr., 75

    Troy Lee Mullins Sr., age 75, of Drowning Creek Ridge in Irvine, Kentucky, passed away Thursday, January 8, 2015, at the Marcum & Wallace Memorial Hospital.
    He was born December 8, 1939 and was the son of the late Matthew and Myrtle Mays Mullins. He was a United States Army veteran and served during the Vietnam War. He was a retired employee of Square D and the Bluegrass Army Depot. He was a member of the South Irvine Christian Church and had lived in Estill County most of his life.
    Mr. Mullins is survived by his wife, Gail Stacy Mullins; one son, Troy Lee Mullins Jr. (Angela), Lexington; a sister, Patricia Gail Mullins, Lexington; one brother, Ronald Gene Mullins (Artie), Eddyville; and two grandchildren: Kyle and Erica Mullins.
    He was preceded in death by two sisters: Nancy Mullins and Shirley Boso.
    Funeral services were conducted at 1:00 p.m., Saturday, January 10th at the Warren F. Toler Funeral Home Chapel by Bro. Glendon Mays. Burial was at the South Irvine Cemetery. Friends called after 11:00 a.m., Saturday at the funeral home.
    Pallbearers were E.B. Stacy, Gary Lee Mullins, Michael Stacy, Ronald Mullins, Jerry Mullins and Eric Flinchum.

Doris Covey, 81

    Doris Covey, 81, the widow of Robert E. Covey, passed away on Monday, January 5, 2015 at Hospice Compassionate Care Center of Richmond, Kentucky.
    Mrs. Covey was born on May 8, 1933 in Irvine, Kentucky, to the late William and Zettie Kelley Marcum. She was a retired payroll administrator for Morning Pride Manufacturing.
    Survivors include one daughter, Omma Lewis; three grandchildren: Renee Hinds, Paul Hinds Jr., and Bryan Covey; and one sister, Phyllis Combs.
    In addition to her husband and parents, she was preceded in death by a son, Paul Hinds; and a granddaughter, Lisa James.
    A private family service was held with burial in Flatwoods Cemetery at Waco.
    Memorials may be made to the Hospice Compassionate Care Center, 350 Isaacs Lane, Richmond, KY 40475.

Bro. Raymond Clayton Flynn, 95

Bro. Raymond Clayton Flynn

    Bro. Raymond Clayton Flynn went home to meet his Savior, Jesus Christ at the Baptist Health Hospital, Richmond, Kentucky, on Monday, January 5, 2015.
    He was born on November 11, 1919 to the late Edgar Preston Flynn and Mary Elizabeth Cox Flynn. He was the fifth child of six children. He was raised on a farm in Wagersville, Estill County, Kentucky. Bro. Flynn is preceded in death by his parents and all siblings.
    On August 16, 1940, he was united in marriage to Rebecca Catherine Sparks who was a lifelong, devoted companion, friend, encourager for 68 years. She preceded him in death on March 9, 2009. Raymond served in the United States Navy for a short period.
    He leaves behind two daughters: Joyce Rae Laswell (Ronald now deceased of December 21, 2014) of Morrow, Ohio, and Madonna Jean Cash (Carlos) of Brodhead, Kentucky. He has four grandchildren: Martha Hutton (John), Kelly Laswell, Ronald Clayton Laswell (Beth) of Warren County, Ohio; and Michael Terry Cash (Jennifer) of Brodhead. There are five great grandchildren and two great great grandchildren
    Bro. Raymond gave his heart to the Lord, August of 1939 and surrendered to the ministry in January of 1953 when he made a public declaration of this call. He worked for the L&N Railroad for several years before attending Clear Creek Baptist School and graduating with a three year certificate on May 27, 1957.
    He pastored churches in Kentucky until he retired from full time pastorate November 11, 1984. God continued to use him as interim pastor from May, 1987 until March 9, 2009 to be a caregiver to his wife. From that time he has given himself to be a servant of God up to his parting of his life. The love and relationship he shared with Jesus Christ penetrated into everyone around him, as well as immediate family. He leaves behind many friends, family and adopted family. He contributed his long life of 95 years; first of all to God, his willingness to be a servant of God and the years he had with his loving devoted wife.
    Funeral Services for Raymond Clayton Flynn were conducted at 2:00 p.m. on Thursday, January 8 at the Marvin E. Owens Home for Funerals, 148 West Main Street in Brodhead, with Bro. Jim Craig, Bro. Randy McPherron and Bro Jesse Buell officiating. Visitation was held on Thursday, from 12:00 Noon until service time at 2:00 p.m. at the funeral home.
    In lieu of flowers donations may be made to the Raymond and Catherine Flynn Scholarship Fund at Clear Creek Baptist School, in care of Ottawa Baptist Church.

    Brindia S. Hatton, age 69, passed away on Saturday, January 3, 2015 at University of Kentucky Medical Center in Lexington, Kentucky.
    She was born on April 28, 1945, in Clark County, to the late Benjamin M. Huff and Minnie Rice Huff.
    Ms. Hatton is survived by four children: Carolyn Burton, Sherry Hatton, Connie Russell and Ronnie Hatton.
    Graveside services were held at 1:00 p.m., Tuesday, January 6th at the Winchester Cemetery.

Isaac H. McIntosh

    Isaac H. McIntosh, age 88, of Huber Heights, Ohio, passed away Saturday, January 3, 2015 at Hospice of Dayton.
    Born October 13, 1926 in Estill County, Kentucky, he was preceded in death by his parents, Isaac and Nora McIntosh.
    Mr. McIntosh is survived by his wife of 66 years, Lucille Abney McIntosh. Three daughters also survive him: Helen Ruth Duncan, Beulah Mae Isaacs (Ronnie Jay), both of Kentucky; and Valerie Lee England of Dayton, Ohio. Five grandchildren also survive him: Jeffrey Tipton, Angela Bates, Monica Milton, Harold "Bo" England III and Victoria England; as do nine great grandchildren and two great, great grandchildren.
    Isaac was a charter member of Beavercreek Baptist Church and retired from Duriron as head of electrical maintenance.
    Friends may call at the Tobias Funeral Home Beavercreek Chapel, 3970 Dayton-Xenia Road, Dayton, Ohio, on Thursday, January 8th from 6-8 p.m. Funeral services were held at 1 p.m. on Friday, January 9th at the funeral home. Interment was in Valley View Memorial Gardens.

    Jackie Lee Brinegar, age 63, of Ben Reeves Road in Waco, Kentucky, passed away Monday, January 5, 2015, at the Baptist Health Richmond following a long illness.
    He was born November 24, 1951 in Estill County and was the son of the late Forrester and Ella Jo Richardson Brinegar. He was a retired contractor and the former owner of the Wisemantown Market. He was a member of the Bybee United Methodist Church and had lived in Estill County most of his life.
    Mr. Brinegar is survived by his wife, Janice Carman Brinegar; one daughter, Audrea Brinegar Miller (David), Estill County; four sisters: Ina Lois Elliott, Catherine McGee, Phyllis Horn, and Patty Eades, all of Estill County; two brothers: Forrester “Duke” Brinegar and Sonny Brinegar, both of Estill County; and three grandchildren: Devin Ross Miller, Deron Reid Miller and Jacquelynn Elaine Miller.
    He was preceded in death by five brothers: Linburg Jewell, Billy Jewell, Samuel Lambert, Elmer Charles Brinegar and Roy Don Brinegar; and a special aunt, Beulah Snowden.
    Funeral services were conducted at 1:00 p.m., Thursday, January 8, at the Warren F. Toler Funeral Home Chapel by Bro. Robert Stroup, Bro. Jarrod Pomeroy and Bro. Arthur Ray; with cremation to follow. Friends may call between 6 and 9 p.m., Wednesday, January 7 at the funeral home.

    Kathleen Whisman Johnston, age 81, widow of William Johnston, passed away Sunday, January 4, 2015 at her home.
    She was born in Lee County, Kentucky on April 9, 1933 to the late Clayton and Nannie Whisman. She was retired from AT&T. She is survived by her daughter, Karen M. Wright (Lacy); her son, Glenn D. Johnston; eight grandchildren, five great grandchildren; one brother, Dwight D. Whisman; and several nieces and nephews.
    In addition to her parents, she was preceded in death by a son, Thomas A. Johnston.
    Services were conducted at 2:00 p.m., Wednesday, January 7th at Scobee Funeral Home, 219 West Lexington Avenue, Winchester. Burial was in Winchester Cemetery.

    Kimberly S. Osborne, age 55, of Middletown, Ohio, passed away Tuesday, December 30, 2014 at the Vitas Hospice of the Drake Center in Cincinnati, after an extended illness.
    She was born December 26, 1959, in Cincinnati, Ohio, the daughter of the late Hadie R. and Phyllis J. Johnson Shouse. She was a homemaker.
    Ms. Osborne is survived by two daughters: Meaghan Osborne, Middletown, Ohio; and Haley Osborne, Cincinnati, Ohio; three sisters: Valerie Markley (Duke), Middletown, Ohio; Bonnie Osborne (Mitchell), Foster, Kentucky; and Amy Coomer (David) Jeffersonville, Kentucky; and three brothers: Phillip Shouse (Mary Ellen), Barry Shouse (Robin), Louisville, Kentucky; and Garry Shouse (Julie), Goshen, Ohio.
    Funeral services were conducted at 1:00 p.m., Saturday, January 3rd at the Crossroads Community Church by Bro. Duke Markley with burial following at the Cobb Hill Cemetery. Friends called after 12 Noon, Saturday, at the church.

    Katherine Canter, age 81, of Jodi Lane in Irvine, Kentucky, passed away Tuesday, December 30, 2014, at the Irvine Nursing and Rehabilitation Center following a long illness.
    She was born July 5, 1933 in Estill County and was the daughter of the late Clay and Ethel Wells McQueen. She was a member of the Pine Hill Baptist Church and had lived in Estill County all of her life.
    Ms. Canter is survived by her foster brother, Tracy McQueen Sr., Estill County; a special foster nephew, Tracy McQueen Jr.; and other foster nieces and nephews: Dawn Mortimer(Simon), Kelly Harlow (Bill), Susan McQueen and Patrick McQueen.
    Funeral services were conducted at 12:00 Noon, Friday, January 2nd at the Warren F. Toler Funeral Home Chapel by Bro. Carl Dennis Williams. Burial was at the Campbell Cemetery. Friends called after 10:00 a.m., Friday, January 2nd at the funeral home.

Oleta Mae Smith Lawson, 85

Oleta Mae Lawson

    A memorial service was held Monday, December 29, 2014, for Oleta Mae Smith Lawson, age 85, who passed away Sunday morning, September 21, 2014, at her home in Richmond, Kentucky. She was the widow of John C. Lawson Jr. Mrs. Lawson was a retired elementary school music teacher, having served in Estill County for a number of years.
    Born June 12, 1929, at Franklin, Kentucky, in Simpson County, she was the daughter of Irvin Levi Smith and Effie Mae Nealy Smith, both of whom preceded her in death. She graduated from Franklin-Simpson High School and received her Bachelor’s degree from Western Kentucky University and also attended Vanderbilt University.
    Survivors include her sons, John C. Lawson, III, of Lexington, and Robert Smith Lawson of Richmond; her granddaughter, Kristin Nicole Lawson of Indianapolis; and her daughter-in-law, Janie Lawson, of Lexington.
    Mrs. Lawson was preceded in death by her parents, her husband; one daughter, Debbie Lawson; and a brother, Eldon Smith.
    The memorial service for Mrs. Lawson was held at 1:00 p.m., Monday, December 29th at Oldham, Roberts & Powell Funeral Home with Dr. Curtis Christian officiating.
