Foister “Duke” Brinegar, Jr., age 70, of Substation Road in Irvine, Kentucky, passed away Sunday, May 28, 2017, at the Compassionate Care Center in Richmond, following a short illness.
He was born March 9, 1947 in Estill County and was the son of the late Foister and Ella Jo Richardson Brinegar. He was a mason and a member of the Pentecostal faith. He had lived in Estill County most of his life.
Mr. Brinegar is survived by his wife, Mary “Cookie” Burns Brinegar; four daughters: Brenda Bailey, Tonya Brinegar, both of Madison County; Tabby Parke (Steve) and Crystal Luster (John), both of Estill County; one son, Duke Anthony Brinegar (Jennifer), Estill County; four sisters: Catherine McGee (Delmer), Ina Elliott (Charles), Phyllis Horn, and Patricia Eads, all of Estill County; one brother, Sonny Brinegar, Estill County; 13 grandchildren and 16 great grandchildren.
He was preceded in death by one granddaughter, Mary Lee Shackelford; one grandson, seven brothers and two sisters.
Funeral services were conducted Tuesday, May 30th, 7 p.m., at the Warren F. Toler Funeral Home Chapel. Friends called after 5 p.m., Tuesday, at the funeral home.

Billy Ray “Bill” Dixon, 69, of Richmond, Kentucky, passed away Thursday, May 25, 2017 at his home.
Bill, the son of the late Claude Dixon and Ida Stamper Dixon, was born in Estill County on December 22, 1947. He enjoyed dirt track racing but especially loved each member of his family. He was a member of Viney Fork Baptist Church.
On May 6, 1966, Bill was united in marriage to Lullie Powell Dixon who survives.
He is also survived by his son, Jerry Dixon (Phyllis) of Irvine; his daughter, Renee Messina (Joe) of Berea; three brothers: Claude E. Dixon, Delbert Dixon (April) and Charles Dixon (Anna); seven sisters: Judy Dixon, Caroline Newman (William), Barbara Cain (Andy), Peggy Jones (Paul), Mae Smith (Ricky), Pamela Proctor (Danny) and Donna Wise (Gerald); five grandchildren: Matthew Messina (Becky), Nick Messina (Chloe), Amanda Adams (Derrick), Cassie Guinn and Shelby Dixon (Wesley); three great grandchildren: Zayden, Preston and Landon; two sisters-in-law: Delores Dixon and Sue Dixon; and several nieces and nephews.
Bill was also preceded in death by two brothers: Eugene Dixon and Roger Dixon.
Family and friends gathered from 5-8 p.m., Tuesday, May 30, at Combs, Parsons & Collins Funeral Home, 328 West Main Street, Richmond.

William D. Steele, age 84, husband of Edith, passed away peacefully at his home on Thursday, May 25, 2017, in Beattyville, Kentucky.
Bill was born on December 30, 1932, in Jackson County, Kentucky, a son to the late Lester and Myrtle (York) Steele, and was one of 15 children. He was a member of the Beattyville Church of Christ, with a strong devotion to God and his family. He was a retired land surveyor, and a business entrepreneur, former owner of Lee County Building Supply and other business enterprises in the Lee County area. .
Along with his wife of 53 years, Edith; he is survived by two daughters: Marilyn Todd (Johnny) and Peggy Moody (Richard), both of Beattyville; four sons: Mike Brandenburg of (Virginia) Beattyville, Shelby Steele of Ashland, Kenneth Steele (Rose) of Ravenna, and Darrell Steele (Phyllis) of Beattyville; five sisters: Daphne, Eloise, Judy, Rissa, and Ruth; six brothers: Jack, Tony, Raleigh, Jerry, Lowell and Gary; 13 grandchildren and eight great grandchildren.
He was preceded in death by his parents; two sisters, Avanelle and Sharon; and one brother, Estill.
Funeral Services were held Monday, May 29, at 1:00 p.m., at Booneville Funeral Home, 3450 Ky Hwy 11 North, Booneville, with Marc Nations officiating. Visitation was held on Monday, May 29, from 11:00 a.m. to 1:00 p.m. at the funeral home. Bill was laid to rest in the Johnson Family Cemetery located on Omega Road in the Spencer Ridge Community of Lee County.
In lieu of flowers, the family requested that a memorial contribution be made in Bill’s name to the Hospice Care Plus.

Helen Marie Deering, age 87, passed away at her home in Thurmont, Maryland, on Wednesday, May 24, 2017 surrounded by family, following a difficult battle with Alzheimer's.
Born in 1930 in Irvine, Kentucky to Annie and Edgar Dougherty, she graduated from Irvine High School and eventually earned her master's degree in gerontology from Hood College in Frederick, Maryland.
Helen lived in Kentucky, North Carolina, Alabama and Missouri before finally moving to Maryland in 1963, where she remained for most of her life: 20 years in Silver Spring and 30 years in Damascus, where she was a long-time member of Damascus United Methodist Church. She was a talented musician and composer, taught piano for nearly 50 years, and was beloved by her hundreds of students, and their families.
Helen will be especially remembered as an advocate for individuals with autism, and worked tirelessly to educate the public whenever and wherever possible. She was lovingly seen by those who knew her as a woman of many talents: a singer, a tap-dancer, a Karate student; she was indomitable, insightful, a seeker of truth, a defender of the down-trodden.
Helen is survived by her devoted husband of 34 years, Charles Deering of Thurmont, Maryland; daughter Linda Bargmann of St. Augustine, Florida; son Doug Benson (Patty) of Thurmont; stepson Stephen Deering (Maura) of Seattle, Washington; stepdaughter Jennifer Spicer (Steven) of Silver Spring, Maryland; grandchildren Nick Bargmann (Kristen), Kristin Bargmann (Dylan Walshe), Jamie Benson, Drew Benson, Nora Grider, Jake Grider, Maddie Deering, and Sara Jane Spicer; and great granddaughter Evelyn Bargmann.
She was preceded in death by her brother, Edgar Dougherty, sisters, Edna Sievers and Doris Cox; her first husband, Earl Benson; and son-in-law Lou Bargmann.
A celebration of life will be held at a future date to be announced.

James Franklin Luster, 75, of Richmond, Kentucky, and Okeechobee, Florida, passed away on Wednesday morning, May 24, 2017, at the Baptist Health Hospital in Richmond.
He was born on Sand Ridge in Madison County on March 1, 1942, to the late Luther and Lillie Mae Dozier Luster. He was the former owner and operator of Madison Auto Service in Richmond, and was currently the owner and operator of Tropical Breeze Marine in Okeechobee. He will be remembered as a hard worker who loved to fish.
Mr. Luster is survived by his wife of 49 years, Brenda Perkins Luster; one son, Charles Michael Montgomery; two sisters: Goldie Hiton and Debbie Luster; five brothers: Bill Luster, Donald Luster (Jean), Doug Luster (Agg), Paul Luster (Brenda), and Charles Luster (Beverly); one aunt, Mary Grise; and three special pets, Nibbler, Oreo and Oscar.
In addition to his parents, he was preceded in death by one son, Craig Luster; one sister, Joyce Peters; and one brother, Kenneth Luster.
Funeral Services were conducted at 4:00 p.m., Saturday, May 27, at the Combs, Parsons & Collins Funeral Home, 328 West Main Street, Richmond, with Bro. Sidney Sparks, Bro. Jerry Rose, and Bro. Paul Luster officiating.
Visitation was after 2:00 p.m., Saturday, at the funeral home.
Honorary pallbearers were Jimmy Miller, David Hamilton, Russell Lane, Tom Hill, LD Hill, Denzel Hall, and Harold Bingham.

Dr. Donald Campbell, age 85, formerly of Mansfield, Worthington, and Alliance, Ohio, died Tuesday, May 23, 2017, peacefully at home.
Born in Alliance, Ohio, the son of Helen and Donald Campbell Sr., Dr. Campbell attended Alliance High School (Class of 1949) where he was defensive end and place kicker for the Alliance Aviators varsity football team. He received his B.A. in Health and Physical Education from Kent State University where in 1952 he became the Golden Flashes’ all time record holding place kicker; his record stood for over 50 years. His M.A. in Public Health from University of Michigan was conferred in 1958, and he received his Ph.D. in Preventive Medicine from The Ohio State University in 1969. Dr. Campbell served in the U.S. Naval Reserve as a medic at the Naval Air Station Training Center in Akron, Ohio from August 1951- November 1958. Dr. Campbell taught Health and Physical Education at Alliance and Minerva High Schools and was also Head Coach of the Minerva High School football team. After attending University of Michigan, Dr. Campbell worked in public health education at the Ohio Department of Health, then served as the Program Director of the Central Ohio branch of the American Heart Association. From 1964 to 1966, Dr. Campbell was a consultant for Kent State University in Tanzania, Africa, where he helped to establish public health education faculties in 18 teacher training colleges, and enjoyed numerous safaris with his wife Marie, and children. Upon his return to the United States, he held the position of Assistant, then Associate Professor of Preventive Medicine at The Ohio State University while earning his Doctorate Degree. After his tenure at Ohio State, he served as Health Commissioner for Richland and Crawford counties of Ohio. He also taught Public Health Administration at Indiana State University in Terre Haute. Dr. Campbell was a member of and served as President of the Society of Public Health Educators. He enjoyed travel in Europe and golf with his wife Marie Campbell.
He is survived by his wife, Marie, his son Scott, his daughters Donna Peterson (Douglas) and Kelleen Robbins (Brent), nine grandchildren and two great grandchildren.
Funeral services will be held at a later date.

Michael Glen Muncy, 58
Michael Glen Muncy, age 58, of Oak Valley Road in Irvine, Kentucky, passed away Friday, May 19, 2017, at the Marcum & Wallace Memorial Hospital following a sudden illness.
He was born October 14, 1958 in Madison County and was the son of the late Bobby and Anna Bell Marcum Muncy. He was a supervisor at Baker Pool Supply and attended the Victory Tabernacle. He had lived in Estill County all his life.
Mr. Muncy is survived by his wife, Bridgette Miller Muncy; two stepdaughters: Wendi Winkler, Estill County; and Traci Wiseman, Clark County; one stepson, stepson, Ryan Wiseman (Miranda), Madison County; two brothers: Bobby Muncy (Pat) and James Muncy, both of Estill County; three grandchildren: Jacob Winkler, Troy-Allen Wiseman, and Zeke Wiseman; three nephews: James Muncy, Jr. (Dasha), Chad Muncy, and Joey Muncy (Mary); and a special friend, Tom Brakefield.
Funeral services were conducted Tuesday, May 23, 1 p.m., at the Warren F. Toler Funeral Home Chapel by Bro. Geral Richardson. Burial was at the Gray Cemetery. Friends called after 11 a.m., Tuesday, at the funeral home.

Marion Riddell, 65
Marion Riddell, age 65, of Hoys Fork in Irvine, Kentucky, passed away Thursday, May 18, 2017, at Baptist Health Lexington following a short illness.
He was born December 23, 1951 in Estill County and was the son of the late Virgil and Pauline Frederick Turner Riddell. He was a farmer and had lived in Estill County all his life.
Mr. Riddell is survived by one daughter, Mary Jane Wilson (Eugene), Madison County; two sisters: Ruth Ann Farthing and Lorena Willis, both of Estill County; three brothers: Joe Riddell, Richard Riddell, and Robert Riddell, all of Estill County; two grandchildren: John Alan Wilson and Lauren Nicole Wilson; a special nephew, Joseph Virgil Riddell; Mary Jane’s mother, Thelma Riddell; and his companion, Patty Mason.
He was preceded in death by one sister, Betty June Willis; and one brother, Cecil Riddell.
Funeral services were conducted Monday, May 22, 1 p.m., at the Warren F. Toler Funeral Home Chapel by Bro. Jerry Rose. Burial was at the West Irvine Cemetery. Friends called between 6 and 9 p.m., Sunday, May 21st at the funeral home.

Mildred M. Kelly, 93
Mildred M. Kelly, age 93, of Ridge Road in Irvine, Kentucky, passed away Wednesday, May 17, 2017, at the Kenwood House in Richmond, following a short illness.
She was born January 14, 1924 in Ravenna and was the daughter of the late Hume Wagers and Maude Wells Alcorn. She was a homemaker and a member of the White Oak Church of God. She had lived in Estill County most of her life.
Mrs. Kelly was preceded in death by her husband, Eugene Kelly.
She is survived by two daughters: Linda Mills, Somerset; and Rosemary Wolfinbarger, Irvine; three sons: Harold Gene Kelly, Clay City; Anthony Kelly and Kent Kelly, both of Irvine; one sister, Juanita Middleton, Erlanger; three brothers: Jimmy Alcorn, Gary Alcorn, both of Indiana; and Ray Alcorn, Michigan; nine grandchildren and eleven great grandchildren.
She was preceded in death by three sisters: Cornelia Hale, Mary Sparks, and Delma Fox; three brothers: Howard Alcorn, Thomas Alcorn and Hume Alcorn, Jr.; and one grandchild, Jeremy Wolfinbarger.
Funeral services were conducted Sunday, May 21, 2 p.m., at the Warren F. Toler Funeral Home Chapel by Bro. Glyndon Woosley. Burial was at the Winston Cemetery. Friends called between 6 and 9 p.m., Saturday, May 20th at the funeral home.

Gladys Gross, age 84, of Procious, West Virginia, formerly of Irvine, Kentucky, entered into rest Friday, May 12, 2017.
Born June 24, 1932 in Lee County, Kentucky, she was the daughter of the late Walter and Myrtle (Hall) Smyth.
In addition to her parents, she was also preceded in death by her husband, G.B. Gross Jr.; a grandson, Nicholas Flynn; two brothers, Edward and Don Smyth; and two sisters, Gertrude McGee and Anna Childers.
Gladys is survived by her daughters, Sandra Flynn (Jim) of Madison, Alabama; Cindy Cantrell (Steve) of Procious; and Kimberly Thomas of (Craig) Mt. Nebo, West Virginia; a brother, Garry Smyth of Beattyville; two sisters, Delilah Gould and Shirley Hall, both of Cobb Hill; six grandchildren, Jessica, Eric, Jason, Jamie, Joy and Suzanne; and nine great-grandchildren.
Funeral services were held at 2 p.m., Tuesday, May 16, at Warren F. Toler Funeral Home with Chris Green officiating. Burial was in Mt. Paran Cemetery in Lee County. Friends gathered with family two hours prior to the funeral at the funeral home.
Pallbearers were Eric Cantrell, Jason Cantrell, Chris McClung, Ondrea Quintana, Jeff Niles and Bobby Flynn.

Melvin Tipton, age 80 years, of Peebles, Ohio; died Wednesday, May 10, 2017 at the Four Seasons of Washington, in Washington Court House, Ohio.
Mr. Tipton was born on April 1, 1937 the son of the late Pearl and Biddie (Barnes) Tipton in Ravenna, Kentucky. Besides his parents he was preceded in death by a grandson, Lucas Christopher Scott.
Survivors include his wife, Ciss Tipton of Peebles, Ohio; three daughters: Sherry Strunk of Huntsville, Tennessee; Tangela Warner and Angela Tipton, both of Irvine; three sons: Ronnie Phillips of Laurelville, Ohio; Greg Tipton of Otway, Ohio; and Christopher Tipton of Peebles, Ohio; one sister, Louise McIntosh, Ravenna; two brothers: Bradley Tipton of Ravenna and Paul Tipton of Berea; several grandchildren and several great grandchildren.
Funeral services were held on Sunday, May 14, 2017 at 2:00 p.m. at the Thompson-Meeker Funeral Home, with Dave Hopkins officiating. Burial was held at the convenience of the family. Visitation was held from Noon until the time of the service on Sunday at the funeral home.
There was a meal and time of fellowship following the services on Sunday at the Peebles Life Squad Building.

Fire Races Through Earnest Ray Isaacs Sawmill
Firefighters from several departments were called Saturday evening, May 20, 2017, to a structure fire at the site of the Earnest Ray Isaacs Sawmill on Cow Creek Road In Ravenna.
Firemen from Irvine, Ravenna and various Estill County fire departments found the two-story building fully involved and threatening an adjacent showroom and another building.
The main sales building which housed building supplies and hardware was fully engulfed and appeared to be completely gutted although the walls were still standing.
A concrete wall that separated the supplies building and adjacent showroom leaned close to toppling onto the roof of the second building. A third building, also attached by the showroom, was also in danger of igniting.
The sawmill is owned by Earnest Ray Isaacs and employs a number of people.
The facility was previously known as Smyth Sawmill many years ago and also had a fire.

$5.7 million grant is awarded to Estill County for new Regional Career & Technical Center
The Estill County School District has been awarded a $5.7 million grant for a new regional Career and Technology facility.
The local school board met in a special session Tuesday, May 16, 2017, at noon to decide if they wanted to accept the state’s offer because it was $2 million less than they had asked for. The board was also given until 5 p.m. Tuesday to accept the offer.
Supt. Jeff Saylor said the board had three choices. The first was they would have to add in the additional $2 million from local funds. Second was to scale back the facility, but he said you cannot reduce programs.
The third option was to withdraw from the grant program and hopefully be funded later.
“This will be the last shot, in my opinion, to get this money,” Saylor stated.
If that happens, the board will have to fund the technology center entirely, and Saylor said the costs will go up.
After a lot of discussion, the four members present voted unanimously to accept the state’s offer of $5.7 million.
Saylor said the local board now needs about $3,774,000 to put toward the career and technical center.
He added the current bonding potential would give the board $3.7 million but it would bond the board out completely.
The first option listed for funding the center was the “recallable nickel” which the board is going to vote on at Thursday’s meeting.
Saylor estimated this will give the board $16.1 million, or more than enough funding.
The second option is to transfer $100,000 from the general fund to make the bond payment each year.
Saylor added this has been done by the Estill County School District for several years.
He stated this would leave the board with $2.5 million for emergencies.
He also added that a 4 percent tax increase on properties would generate about $100,000 annually, also enough to make the bond payment.
The third option was a program called “New Market Tax Credit,” which Saylor said was new to him. He added that Magoffin County Schools has used this program.
He said when the local district receives the $5.7 million, it would generate an additional 70 cents for every $1 available.
Saylor said the fiscal court will be donating $1 million in in-kind services, and other partners have contributed $52,000 toward the vo-tech center.
The superintendent said his former district, Bell County School district, receives SEEK funds of about $100,000 annually from students in two other districts who attend the Bell County Career and Technical Center.
Powell County has committed to send their students to the Estill County Career and Technical Center, and Saylor said one other county may also.
He told the board that Powell County cannot legally contribute financially, but Estill County would receive state funds for their students who come here. He said that $100,000 from Powell students is enough to make the payment in the second option.
Saylor said Senator Al Robinson has made a commitment the school will be state operated.
The board hesitated on voting to make sure their decision was not contingent upon the recallable nickel.
“What if that doesn’t pass?” Isfort stated.
Saylor said the board could handle the second option.
The bonds won’t be sold until the spring of 2018, and construction will also begin then.
The Career and Technical Center will open in the fall of 2019.
The construction bonds will be paid back in the year 2038.
The board will be going into closed session at Thursday’s meeting to purchase property, a minimum of a ten acre tract.
Rice Street in Irvine to be closed May 23-25
Rice Street in Irvine (KY 2455) will be closed at its intersection with KY 89 (North Main Street) beginning Tuesday, May 23. The closure is necessary for construction work on the KY 89 widening project that is currently under way.
The road is expected to be closed for two to three days, meaning it should be reopened to traffic by Friday, May 26. The road may be reopened during evening hours when work is not ongoing if possible.
No marked detour will be posted, but drivers can use Laurel Street and Francis Street to access KY 89. Drivers can also use Court Street (KY 2460) to connect with Broadway (KY 2461), River Drive (KY 52) or Main Street (KY 89).
