Mary Ellen Crouch, 84
Mary Ellen Crouch, age 84, of Stacy Lane in Irvine, Kentucky, passed away Friday, January 29, 2016, at the Marcum & Wallace Memorial Hospital following a long illness.
She was born April 26, 1931 in Estill County and was the daughter of the late George and Susie Neal Abney. She was a retired director of the Estill County Senior Citizens Center and was a member of the Irvine First Church of the Nazarene. She was also a member of the Ladies Auxiliary of the American Legion, the Eastern Star, the White Shrine and was a Kentucky Colonel. She had lived in Estill County all of her life.
Mrs. Crouch was preceded in death by her husband, James Edward Crouch.
She is survived by her son, Eddie Crouch (Sandra), Irvine; one sister, Eva Jo Young, Indiana; one brother, Donald Abney, Irvine; two grandchildren: Jason Michael Crouch (Tara) and Nicky E. Crouch; and one great grandchild, Paige Kaelee Crouch.
She was preceded in death by one sister, Ruby Lee Foster.
Private services will be held at a later date.

Roger Darrell Hall, 76
Roger Darrell Hall, age 76, of Cincinnati, Ohio, formerly of Irvine, husband of Jo Stamper Hall, passed away Thursday, January 28, 2016 at the Hospice of Cincinnati Center in Blue Ash.
He was a native of Estill County, born September 14, 1939, a son of the late Leslie and Edith Lee Hall. Mr. Hall was a member of the South Norwood Church of Christ, and he enjoyed working on automobiles.
He was preceded in death by his son, Jeff Hall; and his sisters: Peggy Hall Bailey and Darlene Hall.
Survivors, other than his wife Jo, include his daughter, Jill Durst (David); his brother, Jim Hall (Carol); his sisters: Jean Todd (Clinton), Gloria Gabbard (Ronnie), Faye Freeman, Ann McCoy, Brenda Baker (Bob), Linda Blythe (Tom), and Nancy Bailey (Columbus); his grandchildren: Zachary, Rachel, Levi, and Jacob Durst; and several nieces and nephews.
Services were held Tuesday, February 2nd, at 1:00 p.m. at Lewis Funeral Home with Bob Gross officiating. Burial followed in the Cobb Hill Cemetery. Friends called anytime after 11:00 a.m. until service time on Tuesday at the funeral home.

Michael David Stevens, 46
Michael David Stevens, age 46, of Leighton Road in Irvine, Kentucky, passed away Thursday, January 28, 2016, at the Marcum & Wallace Memorial Hospital after a sudden illness.
He was born April 26, 1969 in Estill County and was the son of Lander and Stella Horn Stevens. He was a former construction worker and had lived in Estill County all of his life.
Survivors, in addition to his father and mother, include his wife, Karen Jean McQueen Stevens; three sons: Michael Kyle Stevens (Samantha), Jacob Daniel Stevens and Phillip Paul Stevens, all of Estill County; one sister, Charlotte Tipton (Todd), Estill County; one brother, Roy Lee Stevens, Estill County; and one grandchild, Ellory Belle Stevens.
Funeral services were conducted Sunday, January 31st at 2 p.m. at the Warren F. Toler Funeral Home Chapel by Bro. Alfred Webb. Burial was at the Hoover Cemetery. Friends called between 6 and 9 p.m., Saturday, January 30th at the funeral home.
Pallbearers were Jimmy Kelly, Larry McGee, Gary Gross, Stevie Young, Byron Roberts and Roger Burns

James “Jim” Donald Adkins Sr., age 75, of Hartford City, Indiana, passed away at 9:45 p.m., Wednesday, January 27, 2016 at Indiana University Health Ball Memorial Hospital in Muncie, Indiana.
He was born in Irvine, Kentucky, on October 6, 1940 to Donald Adkins and Stanley Sue (McIntosh) Adkins. Both parents precede him in death. Jim served in the United States Army.
He married Esther M. (Hurst) Adkins on October 6, 1962 in First Church of God in Hartford City.
Jim retired in 1998 from GM in Marion after 30 years of service. He was a member of UAW Local 966 in Marion and was an avid fisherman.
He will be sadly missed by his loving wife of 53 years Esther Adkins of Hartford City; daughter, Debra S. Green (Linnie) of Portland; son, James D. Adkins Jr. of Portland; four grandchildren: Jordan Adkins, Lindsey Green, Kimberly Trissel and Ava Adkins; two great grandchildren: Jonah Adkins and Jacob Gildner; two brothers: Glenn Beachler (Susan) of Middletown, Ohio; and Leroy Hinton of California; a sister, Brenda Hall of Columbus, Ohio; and several nieces and nephews.
He is also preceded in death by his daughters, Sandra Jean Trissel and Barbara J. Adkins; and a brother, Larry Beachler.
Funeral services were at 4 p.m., Sunday, January 31st at Keplinger Funeral Home, 509 North High Street, Hartford City, Indiana, with Rev. Bobby Thomas officiating. Visitation was from 12 Noon to 4 p.m. Sunday, at the funeral home. Graveside services were private at Hartford City Cemetery, Monday, February 1st.

nes, age 67, of Ravenna, Kentucky, returned to her heavenly home on Monday, January 25, 2016, at Marcum and Wallace Memorial Hospital, after a sudden illness. Her devotion to her family, friends; and her firm belief in God supported her in all the struggles that she ever faced and ultimately gave her peace.
Mrs. Jones was born December 12, 1948 in Winchester, Kentucky to the late Bill Watkins, a World War II veteran, and the late Geneva Bishop Watkins, a homemaker. She grew up in Estill County and took great pride in this county.
Alma was blessed and surrounded with a large group of loving family and friends. She married her best friend, Chester Ray Jones, on July 31, 1971 and had a very blessed marriage of 44 years, and together they were blessed with one daughter. Alma was the rock of the family and together they shared a strong faith in God, loved to help others, loved to camp, fish, and hunt. She was always wanting to cut up and have a good time. Mrs. Jones was a retired cosmetologist and a junk dealer.
She belonged to the South Irvine Christian Church and loved her church very much. She found true comfort in God and his promises, and he carried his promise out and has given her an enternal life with him.
She is preceded in death by her dad, Bill Watkins, and mom, Geneva Bishop Watkins.
Mrs. Jones is survived by her husband, Chester Ray Jones of Ravenna; one daughter, Geneva Alma Jones of Ravenna; eight brothers and sisters: Beatrice Estes, John Watkins (Sarah), both of Winchester; Art Watkins (Sue) of Irvine, Billy Watkins of Clay City, Joyce Murphy (Francis) of Winchester, Lenville Watkins (Eva) of Irvine, Linda Grogan of Beattyville, and Marlene Parkins of Winchester; and a host of nieces and nephews and great and great great nieces and nephews and a lot of friends.
Services were held at 10:30 a.m., Friday, January 29th at Davis & Davis Funeral Home, Stanton, with Bro. Mike Chism officiating. Burial followed at the Crowe Cemetery. Visitation was Thursday, January 28th, 5-8 p.m. at the funeral home.
Pallbearers were Chester Jones, John Watkins, Johnny Watkins, Jerry Watkins, Lenville Watkins Jr., Burl Watkins, Jeff Rowland Jr., Francis Murphy, Charlie Hatton and Tommy Boyken.

Freddie Lynn Patrick, 59
Freddie Lynn Patrick, age 59, of Winchester, Kentucky, formerly of Irvine, passed away Monday, January 25, 2016, at his home.
He was a native of Estill County, born April 8, 1956, a son of the late Dillard and Opal Abney Patrick. He was a farmer, and a bluegrass musician. He played guitar, mandolin, and was a vocalist in Southern Harvest, and Kentucky Harvest Band.
Mr. Patrick was preceded in death by a brother, William Ralph Patrick; and his sister, Marie Warmouth.
Survivors include his daughter, Tiffany Patrick; his brothers: Willard, James, Arnold, Greg and Larry Patrick; and his sisters: Vivian Flynn and Brenda Patrick.
The family is planning a memorial service at a later time.

Woodrow Clem Jr., age 69, of Ohatchee, Alabama, passed on Friday, January 22, 2016 at the Northeast Alabama Regional Medical Center in Anniston.
He was a native of Estill County, born August 14, 1946, the son of Mary Tipton Clem and the late Woodrow Clem Sr. He was a proud graduate of the Estill County High School Class of 1964.
Mr. Clem is survived by his wife, Norma Jean Clem; his mother, Mary Tipton Clem; a sister, Blanche Clem Taylor; three stepchildren: Bobby Hester, Sherry Warnock, and Bruce Hester (Joy); step-grandchildren; several nieces and nephews; seven aunts; five brothers-in-law; and four sisters-in-law.
He is preceded in death by his father, Woodrow Clem Sr.
Funeral services were held Sunday, January 24th at 2 p.m. at Mount Olive Baptist Church in Ohatchee with Bro. Doug Matthews and Bro. Bob Pope officiating with burial following at Mt. Olive Church Cemetery. Visitation was held Sunday, January 24th, one hour before service, at the church.
Pallbearers were Pat Lindsey, Chris Hester, Bobby Hester, Bruce Hester, Kenny Brown, and Larry Lindsey.

KHSAA Board of Control Addresses Football Alignment, Bracketing; Baseball Pitch Count
The Board of Control approved a slight “midcourse” adjustment to the football alignment as required by the competition rules and future football playoff bracket formats and finalized a baseball pitch count.
Per the football competition rules, a “midcourse” adjustment is being made in the second year of a four-year alignment which places the new Fayette County HS in Class 6A, District 7 and Floyd Central HS in Class 3A, District 6, effective with the 2017 playing season.
The Board also reviewed the current structure of the football playoffs, eventually electing to continue cross bracketing playoff games in the first round (versus playing intra-district beginning in round 1) for classes 2A through 6A through the 2018 season.
The pairings in Class 2A, 3A and 4A will continue as historically done, with Region 1 paired with 2, 3 paired with 4, 5 paired with 6 and 7 paired with 8 for 2016. A decision on the pairing format for 2A, 3A and 4A for 2017 and 2018 will be determined prior to the May Board meeting.
The Board heard a first reading on proposed baseball pitch count restrictions based upon recommendations from sports medicine and research groups. On Thursday, the Board approved a second reading of the pitch count restrictions in the continued interest of student-athlete health and safety, with implementation to begin with the 2016 playing season. These new guidelines are the preferred method of minimizing the incidence of pitching related injuries due to overuse, and will replace the innings limitation contained in the current competition rules.

Transportation Cabinet sets snow and ice removal priorities for 2015-16 winter season in District 10
The Kentucky Transportation Cabinet has established priority routes for snow and ice removal for the upcoming winter season in Estill County and the other nine counties that make up the Department of Highways District 10.
Snow routes for Estill County are as follows:
Priority A routes are KY 52, KY 82, KY 1571 and portions of KY 89 and KY 499 which include major through routes and are those most heavily traveled in each county. They include parkways and other major arterial routes. Under normal winter weather conditions, the goal is for non-Interstate Priority A routes to be plowed and treated within two hours of the beginning of the storm, with the process repeated every two hours.
Priority B routes include the remainder of KY 89, KY 213, portions of KY 594 and KY 851, KY 1457 and KY 1705 which are important but lesser traveled routes in each county. The goal for plowing and treating these highways is every four hours.
Other state-maintained roads not fitting into either of the two higher categories fall into Priority C. The goal for these roads is to plow them at least once every eight hours, and to treat problem areas in the same time span. In some cases, Priority C routes may not be completely treated until other higher priority routes are cleared.
These turnaround times are goals established in Transportation Cabinet policy, but individual circumstances relating to each weather event may impact whether or not these goals are achieved. Plowing and treating schedules may be impacted by the severity of the storm, mechanical breakdowns, the amount of salt available or other factors. During light snowfalls, crews may be able to treat all roads within a county more rapidly. Heavier snows, or varying weather conditions in different areas of each county, may impact this schedule.
District 10 begins the winter weather season with more than 20,000 tons of salt and nearly 74,000 gallons of liquid calcium chloride on hand. More salt is available from the Transportation Cabinet’s reserve stockpile in Louisville or from vendors if needed.
Again this year, District 10 will use Twitter and Facebook to provide updates on road conditions when weather-related emergencies occur. These social media outlets are available on home computers and Internet-enabled smartphones and tablets.
Motorists may also dial 511 to hear traffic and travel information. Signs have been erected throughout the 10 counties of District 10 to promote the 511 service. Road condition reports will also be available on the Waze app for smartphones and tablets.

Sandra Kay Hager, age 57, of Irvine, Kentucky, passed away Saturday, January 23, 2016 at the Compassionate Care Center in Richmond, after a long illness.
She was a native of Wilmington, Ohio, born June 7, 1958, a daughter of Betty Jones Hager, and the late George Hager. She was an employee of Lexmark where she worked in research and development.
Survivors include her children: Mike Hager, Judy Samples (Jason), and Richard Townsend; her mother, Betty Jones Hager; her brothers: George Hager, Howard Hager, and Charlie Hager; her sister, Judy Dolph; her grandchildren: China Samples, Dylan Hager, Piper Samples, Gryphon Samples, Kanyon Samples, Gracie Townsend, Jonah Spicer, and Isaiah Spicer; and several nieces and nephews.
Services were held Thursday, at 2:00 p.m. at the Lewis Funeral Home, with Bro. Jerry Rose officiating. Burial will follow in the Cobb Hill Cemetery. Friends may call anytime after 12:00 Noon, Thursday, until service time at the funeral home.

Clyde Wiseman, 80
Clyde Wiseman, age 80, husband of Linda Holbrook Wiseman, passed away Friday, January 22, 2016.
He was a native of Estill County, born October 1, 1935, a son of the late Charlie and Annie Powell Wiseman. He was retired carpenter, and a member of White Oak Church of God for over forty years. He enjoyed building furniture, fishing, and vegetable and flower gardening.
Mr. Wiseman was preceded in death by his brother, Ray Wiseman; his sisters: Ora Puckett, Pearl Walling, Crystal Sparks, and Reva Jones; and two infant siblings.
Survivors, other than his wife of 58 years, include his children: Dale Wiseman, Kathy Durbin (Leon), Steve Wiseman, and Hope Camfield (Phil); his brothers: Dewey Wiseman and Wayne Wiseman; his sisters: Orpha Deaton and Christine West; and his grandchildren: Amber Bray, Erin Neal, Wendi Winkler, Ryan Wiseman, Tracei Wiseman, Phillip Camfield, and Megan Camfield; great grandchildren Tori Crawford, jake Winkler, Kamden Bray, Hunter Neal, Parker Bray, Zeke Wiseman, and Troy-Allen Wiseman.
Services were held Saturday, January 30th at 1:00 p.m., at the White Oak Church of God, with Bro. Glendon Woosley officiating. Burial followed in the Dunaway Cemetery. Friends called Friday, January 29th after 6 p.m. at Lewis Funeral Home, and after 10:00 a.m., Saturday, until service time, at the church.

Linda Kay Grace, age 54, of Steveland Court in Irvine, Kentucky, passed away Thursday, January 21, 2016, at her home, following a long illness.
She was born December 1, 1961 in Estill County and was the daughter of James Grace and Gladys Scenters Still. She was a homemaker and a member of the Body of Christ. She had lived in Estill County all of her life.
Ms. Grace was preceded in death by her husband, Harvey Lee Hardy.
Survivors, in addition to her father and mother, include one daughter, Brandy Rose Mae, Estill County; two sons: Daniel Wayne Riddell and Jessie Edward Riddell, both of Estill County; one sister, Carol Murphy, Estill County; three brothers: Jimmy Grace, Mike Grace, and Lloyd Grace, all of Estill County; 11 grandchildren and two great grandchildren.
She was preceded in death by one daughter, Angel Martena Riddell; and one brother, Stevie Grace.
Funeral services were conducted at 1:00 p.m., Monday, January 25th at the Warren F. Toler Funeral Home Chapel by Bro. Mark Sarver. Burial was at the Pea Ridge Cemetery. Friends called after 11 a.m., Monday, at the funeral home.

Raymond O. Neikirk, 86
Raymond O. Neikirk, age 86, of Main Street in Irvine, Kentucky, passed away Tuesday, January 19, 2016, at the Irvine Nursing & Rehabilitation Center.
He was born July 28, 1929 in Waco, Kentucky, and was the son of the late Lewis and Elizabeth Green Neikirk. He was an electrical engineering graduate of the University of Dayton and did his post graduate Master’s Degree work at Drexel University. He was a retired employee of the Defense Information System Agency and a United States Air Force veteran of the Korean Conflict. He attended the First Christian Church and had lived in Estill County for the past 10 years.
Mr. Neikirk is survived by his wife, Lena Pearl McGee Neikirk; three sons: Karl Neikirk (Maridele), Winchester, Virginia; Jeff Neikirk (Dottie), Blacksburg, Virginia; and Paul Neikirk, Irvine; two brothers: William Neikirk (Ruth Anne), Virginia; and Danny Neikirk (Brenda), Irvine; four sisters-in-law: Doris McGee, Eva Miller (Clarence), Irvine; Loretta Neikirk, Estill County; Helen Neikirk, Dayton, Ohio; and Sue Neikirk, Lexington; five grandchildren: Jess Neikirk (Christina), Sarah Werner (Eric), Rose Neikirk & fiancé, Matt, Hannah Neikirk and Violet Neikirk; and one great grandchild, Lana Neikirk.
He was preceded in death by and one son, Brenton Ray Neikirk; two sisters, Dorothy Warren and Mildred Tuttle; and seven brothers; Fred, Jim, Louis, Boyd, Donald, Marshall & Ralph Neikirk.
