Glendon Edward Horn, 64

    Glendon Edward Horn, age 64, of Sweet Lick Road in Irvine, Kentucky, passed away Sunday, April 23, 2017, at the Compassionate Care Center in Richmond, following a long illness.
    He was born March 30, 1953, in Estill County, a son of the late Charlie Green and Cubie Rawlins Horn. He was a construction worker and had lived in Estill County all of his life. He attended the Church of God.
    Mr. Horn is survived by a sister, Sandra Eleen Newton (Tony), Estill County; and one brother, Chester Ray Horn, Lexington.
    He was preceded in death by eight siblings: Ruby Eleen Horn, Harold Horn, William “Bill” Horn, Charlie Green Horn Jr., James Horn, Roscoe Horn, Russell Horn, and Jesse Horn.
    Funeral services will be conducted Wednesday, April 26, at 1 p.m. at the Warren F. Toler Funeral Home Chapel by Bro. Danny Neal with burial to follow in the Rawlins Cemetery. Friends called between 6 and 9 p.m., Tuesday, April 25th at the funeral home.

Shirley Sue Ross, 73

    Shirley Sue Ross, age 73, of Glyn Court in Irvine, Kentucky, passed away Saturday, April 22, 2017, at the Compassionate Care Center in Richmond, following a short illness.
    She was born April 6, 1944, in Knox County, Kentucky, a daughter of the late Wesley Shelton and Doxie Hamblin Liford. She was a factory worker at Carhartt, Inc. and then a nurse’s aide at the Kenwood Nursing Home. She had lived in Estill County for the past 35 years and was of the Holiness Faith.
    Mrs. Ross is survived by her husband, William “Bill” C. Ross; four daughters: Deborah Richardson, Irvine; Sandra Richardson, Sheila Isaacs and Melinda Mills, all of Richmond; three sons: William J. Ross, Lexington; Gregory Ross (Susan), Richmond; and David Ross, Irvine; two brothers: Eugene Shelton, Barbourville; and Wesley Shelton Jr., Berea; a half sister, Freida Jackson, Barbourville; 15 grandchildren and 10 great grandchildren.
    She was preceded in death by a sister, Lillian Wagers.
    Graveside services were conducted Monday, April 24, 1 p.m., at the Bark Road Cemetery at Dreyfus in Madison County, by Bro. Raymond VanCleve.
    Warren F. Toler Funeral Home was in charge of arrangements.
    In lieu of flowers, donations are suggested to Hospice Care Plus.

Virginia Ann Mullins

    Virginia Ann Mullins, 46, formerly of Irvine, widow of Donald Lee Mullins, passed away Thursday, April 20, 2017 at the University of Kentucky Medical Center in Lexington, Kentucky.
    She was born January 19, 1971 to the late Vernon and Anna Lake Johns.
    Survivors include her mother, Anna Johns; a sister, Crystal Wireman (Scott); two stepdaughters, Amanda Jones and Tosha Sexton; a niece, Emily Wireman; a nephew, Ethan Wireman; and four grandchildren, David Spurlock, Shannon Spurlock, William Smith, and Kendall Benson.
    In addition to her husband, Donald Lee Mullins, she was preceded in death by her father, Vernon Johns; and anephew, Rylan Wasson.
    Services were held on Monday, April 24, 11:00 a.m. at Davis & Davis Funeral Home, 777 W. College Avenue, Stanton, by Bro. Gene Johns and Josh Johns. Visitation was on Sunday, April 23, 6-9 p.m. at the funeral home. Burial was in the Mullins Cemetery with Danny Plowman, Patrick Johnson, Jason Johns, Scott Wireman, Tommy Dees, James Mullins and Alfred Mullins serving as pallbearers.

Anthony Glenn Freeman, 63

    Anthony Glenn Freeman, age 63, husband of Linda McDaniel Freeman, passed away on Monday, April 17, 2017, at the University of Kentucky Hospital in Lexington, Kentucky, following a brief illness.
    Born July 28, 1953, in Richmond, Kentucky, he was the son of the late Jesse and Mary Ella Wood Freeman. He attended public schools at Hargett Elementary School and Estill County High School. He was the owner of his company, Freeman Excavating, in partnership with Gary Mullins.
    Glenn was a loving husband, father, grandfather, brother, and uncle, and a caring and supportive friend and co-worker to all who knew him.
    In addition to his wife, he is survived by three children: Candy Jackson (Ron), Berea; Christopher Glenn Freeman, Manchester; and Kim Freeman (Jason Little), Winchester; seven grandchildren: Brooke Jackson, Hunter Jackson, Kevin Freeman, Kyle Freeman, Meadow Little, Miley Little and Mark Little
    Glenn also leaves to mourn his passing a sister, Rosetta Kay Sandidge (Henry) of Nicholasville; and a brother, Phillip Freeman (Gail) of Irvine; three nephews: Juneau Calmes (Mary) of Georgetown, Brandon Freeman (Betty) of Irvine and Casey Freeman (Olivia Crowe) of Irvine; an uncle, Ed Wood (Ruth) of Winchester, an aunt, Darlene Freeman of Winchester; a host of great-nephews, great-nieces, and cousins; and many friends and co-workers.
    In addition to his parents, he was preceded in death by a brother, Jerry Clifton Freeman.
    Funeral services were conducted Friday, April 21, 10 a.m., at the Warren F. Toler Funeral Home Chapel by Pastor Scott Beauchamp. Burial was at the Rose-Freeman Cemetery. Friends called between 6 and 9 p.m., Thursday, April 20th at the funeral home.
    Pallbearers were James Bishop, Juneau Calmes, Brandon Freeman, Casey Freeman, Ron Jackson, and Frankie McDaniel.

Millard Dixon, Jr., age 75

    Millard Dixon Jr., 75, of Sugar Hollow Road in Irvine, Kentucky, passed away Sunday, April 16, 2017, at his home following a long illness.
    He was born June 25, 1941 in Estill County and was the son of the late Millard and Mattie Osborne Dixon. He was a retired service manager with Gross Chevrolet and a former member of the National Guard. He had lived in Estill County all his life.
    Mr. Dixon is survived by one brother: Donald Lee Dixon (Katherine), Estill County; and two grandchildren: Johnathon Edward Dixon and Alicia Marie Dixon
    He was preceded in death by three sons:; Marvin Ray Dixon, Millard Edward Dixon and Anthony Kyle Dixon; and two brothers: Jimmy and Doug Dixon.
    Funeral services were conducted Thursday, April 20, 1 p.m., at the Warren F. Toler Funeral Home Chapel by Bro. Jason Brooks. Burial was at the South Irvine Cemetery. Friends called after 11 a.m., Thursday, at the funeral home.

Thomas Lee Alcorn

    Thomas Lee Alcorn, age 85, widower of Cynthia Mae Alcorn, passed away Saturday, April 15, 2017, in his home.
    He was a native of Estill County, a son of the late Hume and Maude Wells Alcorn. He was loving husband, father, and grandfather. He was a gentle man who never said or did anything to hurt anyone. He delighted in serving the Lord. He worked at a sawmill for over forty years, and his expertise was sought after by many, far and wide.
    Other than his wife of 58 years Cynthia, he was preceded in death by a son, Thomas W. Alcorn; his brothers, Howard and Hume Jr.; and his sisters, Cornelia Hale, Delma Fox, and Mary Sparks.
    Survivors include his son, William Alcorn; his daughters, Wilma Alcorn, Donna Alcorn, Sue Watkins (Art), and Debora Fields; his daughter-in-law, Debbie M. Alcorn; his sisters, Mildred Kelly and Juanita Middleton; his grandchildren, Carolyn Boykin (Thomas), Crystal Sieger (Aleksaudr), and Douglas Fields; five great grandchildren; and three great, great grandchildren.
    Services were held 11:00 a.m., Wednesday, April 19th, 2017 at Lewis-Abner Home for Funerals with Bro. Delvin Reece officiating. Burial followed in the Congelton Cemetery. Friends called from 5-8 p.m., Tuesday, April 18th at the funeral home.

Irene Rose Evans, 89

    Irene Rose Evans, age 89, the widow of Albert Evans, passed away Friday morning, April 14, 2017 at Baptist Health in Richmond.
    Mrs. Evans was born on September 5, 1927 in Estill County, the daughter of the late David and Cynthia Skinner Rose. She was a homemaker, a retired employee of Gibson Greeting Card in Berea, and was at the time of her death, the oldest living member of The Panola Baptist Church. She loved to quilt, attend church and loved tending to her flowers.
    Survivors include one son: Dwight Evans (Rayma Faye); two daughters: Joan Rose (Russell) and Peggy Cox (Larry); one brother: Cledus Rose (Shirley); one sister: Jeanette Oglesby; seven grandchildren: Devonna Halcomb (Brett), Scott Evans, Hope Walton (Eddie), Kim Daugherty (Johnny), Diana Rose, Tina Lynch (James) and Amanda Gibson (Jason); 11 great grandchildren, six great, great grandchildren as well several nieces, nephews and dear friends.
    In addition to her parents, she was preceded in death by one son: Michael Evans and several brothers and sisters.
    Funeral Services were conducted at 11:00 a.m., Wednesday, April 19, at the Combs, Parsons & Collins Funeral Home with Rev. Phillip Ronk and Rev. Marvin Neal officiating. Burial followed in the Red Hill Cemetery at Panola. Visitation was from 5-9 p.m., Tuesday evening, April 18th at the funeral home.
    Pallbearers were Johnny Daugherty, Clint Daugherty, Scott Evans, James Lynch, Rodney Rose, Justin Fritz and Kenneth Richardson.

    Danny Birch, age 69, of Winchester, Kentucky, husband to Susan Mobley Birch, passed away Wednesday, April 12, 2017, at the Clark Regional Medical Center.
    He was born in Winchester, on August 17, 1947, to the late Charlie and Lucille Raney Birch. He was retired from Rockwell International after 25 years of service and attended Christview Christian Church.
    In addition to his wife, he is survived by sons, Steve Birch, Chuck Birch (Venessa) and Timothy Mobley (Jessica), brother, Kenneth “Buddy” Birch (Abbie), step-brothers, Doug Christopher (Linda) and Randall Christopher (Joyce), sister-in-law, Teresa Mobley (David), four grandchildren, three great grandchildren, several nieces and nephews.
    Funeral services were Saturday, April 15, at 10 a.m. at the Rolan G. Taylor Funeral Home, 289 South Main Street, Winchester with Forrest Hahn presiding. The family received friends on Friday, April 14, from 5p-7p at the funeral home.
    Pallbearers were Danny Hall, James Reed, David Clem, Timothy Mobley and Kevin Birch. Burial will be in the Winchester Cemetery.

    Kelly Renee Flynn Neal, age 48, of Ravenna, Kentucky, died at her residence, Wednesday, April 5, 2017.
    She was a Dayton, Ohio native born April 30, 1968, daughter of Verlin and Okra Stamper Flynn.
    Survivors include her husband, Jason Leon Neal; and two sons, Joshua Dale Thomas (Katie Grindstaff) and Matthew Wade Neal.
    Kelly was cremated and no public service was scheduled.

SBA Disaster Loan Deadline in Kentucky is May 19 for Severe Thunderstorms, Hail, Damaging Winds and Tornadoes

     The U.S. Small Business Administration reminds businesses of all sizes, private nonprofit organizations, homeowners, and renters in Kentucky of the deadline to submit disaster loan applications for damages caused by the severe thunderstorms, hail, damaging winds and tornadoes on Feb. 28 - Mar. 1, 2017. The deadline to submit applications for physical damage is Friday, May 19, 2017.
     Low-interest disaster loans are available in Estill County and the adjacent counties of: Clark, Jackson, Lee, Madison and Powell in Kentucky.
     Businesses of any size and nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. For small businesses, small agricultural cooperatives, small aquaculture businesses and private, nonprofit organizations, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster. EIDL assistance is available regardless of whether the business suffered any physical property damage.
     Loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for loans up to $40,000 to repair or replace damaged or destroyed personal property.
     Interest rates are as low as 3.15 percent for businesses, 2.5 percent for nonprofit organizations, and 1.875 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition.
     Applicants may be eligible for a loan amount increase up to 20 percent of their physical damages, as verified by the SBA for mitigation purposes. Eligible mitigation improvements may now include a safe room or storm shelter to help protect property and occupants from future damage caused by a similar disaster.
     Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at https://disasterloan.sba.gov/ela.
     Disaster loan information and applications may also be obtained by calling the SBA’s Customer Service Center at 1-800-659-2955 (1-800-877-8339 for the deaf and hard-of-hearing), or by emailing disastercustomerservice@sba.gov. Loan applications can also be downloaded at www.sba.gov/disaster. Completed applications should be mailed to: U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155.
     The filing deadline to return applications for physical property damage is Friday, May 19, 2017. The deadline to return economic injury applications is Dec. 20, 2017.
