Teddy R. Scott, 71

    Teddy R. Scott, age 71, of Laurel Street in Irvine, Kentucky, passed away Monday, May 8, 2017, at the Compassionate Care Center in Richmond, following a short illness.
    He was born April 26, 1946 in Ransom, Kentucky, and was the son of the late Woodrow and Gladys Blackburn Scott. He was a United States Navy veteran and a retired Sherman Williams employee. He attended the Baptist Church and had lived in Estill County most of his life.
    Mr. Scott was preceded in death by his wife, Mildred Jones Scott.
    He is survived by one daughter, Christina Scott, South Carolina; one son, Benjamin Scott, Indiana; two stepdaughters: Angie Clowers and Carol Clowers, both of Estill County; three stepsons: Mike Means, Texas; Stanley Means, Estill County; and Darrell Means, Ohio; four sisters: Patsy McClure, Ohio; Peggy Rose, Tennessee; Judy Good, Maryland; and Dorothy Steele, Pike County; one brother, Jackie Scott, Ohio; 19 grandchildren and several great grandchildren.
    Mr. Scott was preceded in death by one son, David Scott; one stepson, Kenneth ‘Therm’ Means; one sister, Bunny DeLauder; and two brothers, Wilkie Scott and Michael Scott.
    Memorial services will be conducted on Saturday, June 3rd at the Salem Cemetery.

Ruth McIntosh Henry, 75

    Ruth McIntosh Henry, age 75, of Cantrell Street in Irvine, Kentucky, passed away Tuesday, May 2, 2017, at Baptist Health Lexington following a long illness.
    She was born June 27, 1941 in Estill County and was the daughter of the late P.B. and Emma Murdell McIntosh. She was a retired Irvine Health & Rehabilitation Center employee and a member of the Irvine First Christian Church and the Lions Club. She had lived in Estill County all her life.
    Mrs. Henry was preceded in death by her husband, F.W. Henry.
    She is survived by two sons: Jeff Crouch and Henry Crouch (Evonne), both of Estill County; one grandchild, Jeffery Crouch; and two brothers: Jerry McIntosh and Danny McIntosh (Sharon), both of Estill County.
    She was preceded in death by several siblings.
    Funeral services were conducted Friday, May 5, 11 a.m., at the Warren F. Toler Funeral Home Chapel by Bro. Clay Parker. Burial was at the Oakdale Cemetery. Friends called between 6 and 9 p.m., Thursday, May 4th at the funeral home.
    Pallbearers were John Duvall, Bobby Sherrard, Tobo Bryant, Pete Dawes, Dave Schnittker and Ray Snowden.
    Honorary pallbearers were members of the Estill County Lions Club.

    Brenda L. Reed, age 74, passed away Tuesday, May 2, 2017.
    She was born April 6, 1943 in Powell County to the late Dewey and Eva Faye Pasley Willoughby.
    Survivors include, sons, Fred Reed Sr., Clay City; and Phillip "Boomer" (Lori) Reed, Prestonsburg; one daughter, Londa Trent (Charlie); a brother, Peter Misuinus; three sisters, Kathy Howell, Cindy Sexton, and Penny Willoughby; grandchildren, Savannah Reed, Fred Reed Jr., Haley Reed, Phillip Reed Jr., Dakota Reed, Joshua Lewis, Sarai Messmear, Debrianna Lewis, Charles Trent, and Miranda Trent; and six great grandchildren.
    Graveside services were held on Thursday, May 4, 2:00 p.m., at the Horn Cemetery on Cressy Road at Hargett.

David Wayne Hackworth

    David Wayne Hackworth, age 58 of Waco, Kentucky, passed away Sunday, April 30, 2017 at the Baptist Health Hospital in Richmond. He was a beloved son, husband, father and grandfather.
    He was born June 13, 1958 in Richmond, and he was a retired Emergency Maintenance Tech. at Eastern Kentucky University.
    Mr. Hackworth is survived by his mother, Bonita Cain, and step-father, Paul Cain of Waco; his wife, Merinda Hackworth of Waco; a son, Timothy Hackworth (Mary) of Paint Lick; a stepson, Bruce Beagle of Waco; three stepdaughters: Sandra True (Bruce), Rita Strange (Edgar), and Dana Banta (Kevin), all of Winchester; 17 grandchildren; 14 great grandchildren; three brothers: Anthony Hackworth of Quitman, Alaska; Greg Hackworth (Audrey) of Irvine; and Tobey Ballinger (Melissa) of Jeffersonville; one uncle, Cecil Richardson (Annabell) of Richmond; and one aunt, Theda White of Richmond.
    He was preceded in death by his father, Robert Hackworth; and a son, David Hackworth.
    Funeral services were held at 1:00 p.m., Wednesday, May 3, at the Grayson Funeral Home, 201 7th Avenue in Clay City with Bro Edgar Strange and Bro. Greg Hackworth officiating. Friends visited Wednesday from 11 a.m. till time of the service at the funeral home. Burial was in the Powell’s Valley Cemetery.

    Leonard Carl Hall, age 74, widower of Lilly Hall, passed away Sunday, April 30, 2017 at Fountain Circle Nursing Home in Winchester, Kentucky.
    He was born on May 24, 1942 in Estill County to the late Beedee and Cecil Hall. He was a retired general laborer.
    Mr. Hall is survived by three sons: Teddy L. Hall, Jacob Hall and Thomas Hall; two stepsons, Matthew and Daniel Eversol; two brothers, Harvey and Bug Hall; one sister, Edith Hall; one special daughter, Emma Lee Scott; one special cousin, Jimmy Wayne Wooten; and several nieces, nephews and cousins.
    In addition to his wife and parents, he was preceded in death by one daughter, Sherry Lynn Hall; and one son, Eddie Carl Hall.
    Graveside services were at 10:00 a.m., Wednesday, May 3, at the Hall Cemetery in Estill County.
    Pallbearers were Teddy Charles, Lonnie Cooper, Jimmy Wooten, Jacob Hall, Daniel Eversol and Bug Hall.
    Honorary pallbearer was Matt Eversol.

Mildred Neal Adams

    Mildred Neal Adams, age 87, widow of Harry Russell Adams, passed away Wednesday, April 26, 2017 at the University of Kentucky Medical Center, Lexington, Kentucky.
    She was born May 26, 1929 to the late Howard and Nanny Drake Neal.
    Survivors include daughters, Sherry Lynn and husband Harold Borden, Clay City; and Debra Elaine and husband Ted Malone, Spout Springs; brothers, George E. Neal, Joe Neal, and Clell Neal; sister, Mary Snowden; grandsons, Steven Lutes and Glen Borden; and three great grandchildren.

    Michael Dewayne “Spike” Kinder, age 49, of Furnace Junction in Ravenna, Kentucky, passed away Tuesday, April 25, 2017, at his home following a short illness.
    He was born January 11, 1968 in Clark County and was the son of Elaine Gray Levi and the late John William Kinder. He was a construction worker and did directional drilling. He attended the Church of God and had lived in Estill County most of his life.
    Mr. Kinder is survived by his mother & stepfather, Elaine Gray Levi & Jesse Levi, Ravenna; one brother, Matthew Allen Gray, Estill County; and a special uncle: Lonnie Allen Gray.
    Funeral services were conducted Friday, April 28, 1 p.m., at the Warren F. Toler Funeral Home Chapel. Burial was at the Marcum Cemetery. Friends called between 6 and 9 p.m., Thursday, April 27th at the funeral home.
    Pallbearers were Lonnie Gray, Linville Gray, Donnie Tipton, David Gray, Greg Bryant and Ronnie McKinney.

Superintendent makes pitch for “Recallable Nickel”

     A lengthy school board meeting was held on April 19th at Central Office with the main discussion of the night being the “Recallable Nickel” and the benefits it would mean to the school district.
    Two representatives from Hilliard and Lyons were on hand to inform the board and members of the audience how the nickel actually works and exactly how the money could be used if it was approved by the state.
    Mark Rawlings said that at this time the district has just under four million dollars that can be used on construction expenses. He said if the state agreed to levy the recallable nickel that amount would go up to just under nine million dollars. He explained that with the nickel plus equalization meant that for every dollar that the taxpayer puts in, the state state will put in two dollars.
    “In one fell swoop you could increase your bonding capacity to what it would take fifteen years to get,” stated Rawlings.
    Rawlings commended the board on refinancing any existing loans to obtain a lower interest rate and paying off loans in a timely manner. He then went on to explain that if the board continues the process of getting the nickel and it fails at the election then the only option they would have would be to take the four percent tax increase in the fall. Rawlings added that it would cause the district to lose equalization from the state as well.
    Superintendent Jeff Saylor said the deciding vote would be put in the hands of the taxpayers. He gave a timeline of how this would play out if board members voted in favor of the nickel on May 18th.
    A first and second advertisement would be ran the first two weeks of June with a public hearing and final vote by members of the board on June 15th.
    If a petition is presented then County Clerk Sherry Fox would have 45 days to verify that those who had signed the petition had voted in the last presidential election. A projected election date would be somewhere around September 26th.
    Saylor stressed the need for repairs at all of the schools especially with the transition of Kindergarten students to Estill Springs. He said with the work that needed to be done at Estill Springs and the repairs at the middle school that would exhaust the four million dollars that the district has at this time.
    He said that the average home in Estill County is valued at $65,000 and if the recallable nickel passes that means an increase of approximately $38 on next year’s tax bill for property owners. This will have no effect on motor vehicle taxes or those who are homestead exempt.
    Saylor said that he knew he would receive flak from some in the community about the tax increase because he doesn’t live in Estill County. He said that at the time of his marriage, his wife already owned a home on the Powell County side of Furnace Mountain which he considers to be “God’s Country.” He also reiterated the fact that this would not trigger reassessments on properties throughout the county. He said that the PVA reassesses properties every three to four years and this would have nothing to do with those assessments.
    A list of the projected projects that will be completed if the ‘nickel’ passes include 8 million dollars spent at Estill Springs, 3-5 million dollars spent at the Estill County High and Estill County Middle Schools, 10 million dollars spent on a Career and Technical Facility, and minor improvements to the parking lot and playground area at West Irvine Intermediate.
    “I’m a big athletic person but athletic facilities are dead last on the list of things to do,” stated Saylor.
    Saylor was pleased to announce that the grant that the district had applied for to be used for the Career and Technical Facility had moved on to the second phase. He said that there are 21 other districts to be interviewed for the grant but if they are approved then 2.5 million dollars would come out of the 4 million that they have at this time. He also said that the fiscal court has agreed to put in one million dollars on the facility and that he is looking to purchase land somewhere along Spout Springs for the facility to be built in hopes that Powell County schools would be involved with it.
    NOTE: The superintendent has already called for public forums on the "Recallable Nickel" at 7 p.m. on Tuesday, May 2, 2017, at the Estill County Extension Service and again on Thursday, May 4th a the Estill County Courthouse.
