CSEPP Installs Zone Signs in Estill
The Estill County Emergency Management Agency (EMA)/ Chemical Stockpile Emergency Preparedness Program (CSEPP) is beginning a CSEPP Zone Sign project. You will begin to notice signs being placed throughout the county by County and State Highway Departments.
We have encouraged residents for years to know what their CSEPP Zone is in case of a chemical emergency at the Blue Grass Army Depot. Should an accident occur at the Depot we will notify residents by their zone on what actions they need to take to keep themselves and their families safe. These signs are just another way for us to educate the community on what zone they are in.
Our hope is that these new signs will help residents know what zones they live, work or visit frequently. Knowing you zone is just part of having a Family Emergency Plan. We encourage everyone to create an Emergency Plan and build a Disaster Kit.

Thomas Durham, Jr., age 52
Thomas Durham, Jr., age 52, of Brown Ridge Road in Irvine, Kentucky, passed away Sunday, October 15, 2017.
He was born July 15, 1965 in Estill County and was the son of Thomas Durham, Sr. and Ileen Moreland Durham Wolfinbarger. He was a roofing specialist and had lived in Estill County all his life.
Survivors in addition to his father and mother include two daughters: Rhonda Knight and Stephanie Beckum, both of Georgia; one sister, Rhonda Armstrong, Georgia; and five grandchildren: Destiny Beckum, Kyle Beckum, Landen Beckum, Brenden Knight and Melissa Knight.
He was preceded in death by one sister, Melissa Durham.
Funeral services will be conducted Thursday, October 19, 11:00 a.m., at the Warren F. Toler Funeral Home Chapel by Bro. Chris Carlyle. Burial will be at the Durham Cemetery. Friends may call between 6 and 9 p.m., Wednesday, October 18th at the funeral home.
Pallbearers will be Robert Kelly, Billy Kelly, Bobby Calahan, Michael Bishop, Algin Morgan and Travon Durham.
Cordelia Mae Stevenson, 96
Cordelia Mae Stevenson, age 96, of Ben Hunt Road in Irvine, Kentucky, passed away Sunday, October 15, 2017, at her home.
She was born February 16, 1921 in Estill County and was the daughter of the late Wesley A. and Edith Jane Fowler Winkle. She was a retired cook with the Estill County School System and attended the Rice Station Christian Church. She had lived in Estill County all her life
Mrs. Stevenson was preceded in death by her husband, James Stevenson, Jr.
She is survived by two daughters: Janice Barrett (Kelly), Richmond; and Charlene Haggard (Jr.), Irvine; one son, Quinn Stevenson (Cindy), Irvine; four grandchildren: Toni Newton, Dustin Stevenson, Ryan Haggard and Michael Haggard; and two great grandchildren: Kellan and Kambree Newton.
Mrs. Stevenson was preceded in death by two sisters: Reta Jane Arvin and Olivia Ross; and two brothers: Roscoe and Robert Winkle.
Funeral services will be conducted Wednesday, October 18, 1:00 p.m., at the Warren F. Toler Funeral Home Chapel. Burial will be at the Turpin Cemetery. Friends may call after 11:00 a.m., Wednesday, at the funeral home.
Nancy Lou Stone Caudill, 69
Nancy Lou Stone Caudill, 69, widow of David Joseph Caudill, passed away on Saturday, October 14, 2017 at the University of Kentucky Medical Center in Lexington,Kentucky.
She was born in Estill County, to the late Jesse Kenneth Stone and Emily Scenters Stone, on December 23, 1947. She was a member of Ravenna Church of God and retired from Curly Clothing of Winchester.
Mrs. Caudill is survived by two sons: David Caudill Jr. (Betty Lou King) and Kenneth Caudill (Andrea); six grandchildren: Mark Seng, David Earl Caudill, Corey Wayne Caudill, Autumn May Caudill, Chelsea King and Corey King; three sisters: Eva Tipton, Fonda Harvey and Debra Fultz; and three brothers: David Stone, James Stone and Anthony Scenters.
Services will be at 2:00 p.m., Wednesday, October 18, at Scobee Funeral Home, 219 West Lexington Avenue, Winchester, by Pastor Billy Keller. Burial will be in Clarmont Memorial Gardens. Grandchildren and nephews will serve as pallbearers. Visitation will be from 1:00 p.m. until time of service, Wednesday, at the funeral home.
Gary Wayne Baber, 60
Gary Wayne Baber, age 60, of High Street in Irvine, Kentucky, passed away Friday, October 13, 2017, at his home.
He was born October 14, 1956 in Madison County and was the son of the late Devoe and Wilma Hunt Baber. He was a retired Rand McNally employee and a member of the Baptist Church. He had lived in Estill County all his life.
Mr. Baber is survived by his wife, Rosette Masters Baber; and one brother, Steven Mitchell Baber, Estill County.
Funeral services were conducted Tuesday, October 17, 1:00 p.m., at the Warren F. Toler Funeral Home Chapel. Burial was at the Hellard Ridge Cemetery. Friends called after 11:00 a.m., Tuesday, at the funeral home.

Rebecca Ann Collett, 73
Rebecca Ann Collett, age 73, of Elm Street in Ravenna, Kentucky, passed away Friday, October 13, 2017, at her home following a long illness.
She was born October 19, 1943 in Madison County and was the daughter of the late Samuel and Nannie Cole King. She was a retired employee of the Family Dollar Store and a member of the Friendship Baptist Church. She had lived in Estill Co. all her life.
Mrs. Collett was preceded in death by her husband, Troy Collett.
She is survived by two daughters: Kathy Collett and Patricia Webb, both of Estill County; two sons: Adam Troy Collett and Joseph King Collett (Crystal), both of Estill County; two sisters, Nina Riley, Madison County; and Bobbie Kay Schaaf, South Carolina; one brother: Tony Covey, Estill County; nine grandchildren: Alicia Dornak, Jessica Webb, Tracye Webb, A.J. Collett, Aaron Webb, Dylan Collett, Chris Hunt, Tedra Hunt and Cheyanne Collett, who was raised as her daughter and six great grandchildren: Ivan Dornak, August Dornak, Kylee Canter, Mason Canter, Sofia Collett and Gabe Ryan.
She was preceded in death by three sisters: Edna Hall, Bessie Witt, and Mary Elizabeth King; and four brothers: Mitchell King, Jimmy King, Harold King and Charles Ray King.
Funeral services were conducted Monday, October 16, 11:00 a.m., at the Warren F. Toler Funeral Home Chapel by Bro. Scott Rogers. Burial was at the Oakdale Cemetery. Friends called between 6 and 9 p.m., Sunday, October 15th at the funeral home.

Lenny Mosley, age 81, Beattyville, Kentucky, passed away Tuesday, October 10, 2017 at Baptist Health Lexington.
Lenny was born November 25, 1935, in Beattyville, a son to the late Clay Mosley and Rhoda Goosey. He was an equipment operator, and enjoyed attending firearm competitions.
He is survived by three sons: Harold Mosley and Kenny Mosley, both of Beattyville; and Alan Mosley of Michigan; four brothers: James Mosley, Doug Goosey, Dexter Goosey, and Edward Goosey; three sisters: Barbara Becknell, Betty Carpenter, and Lena Heagy; 11grandchildren, three great grandchildren, and many other loving family members and friends.
Along with his parents, Clay and Rhoda, he was preceded in death by one daughter, Susan Smith.
Visitation was held Saturday, October 14, from 11:00 a.m. to 12:00 Noon at the Boonville Funeral Home with funeral services following with Pastor Rob Morgan officiating. He was laid to rest in the family cemetery, located in Beattyville.
Lucille Turner, 89
Lucille Turner, age 89, of Red Lick in Irvine, Kentucky, passed away Tuesday, October 10, 2017, at the Irvine Health and Rehabilitation Center, after a long illness.
Born on December 5, 1927 in Madison County, Kentucky, to the late Carvey and Minnie Powell Lamb, she was a loving mother, grandmother and great grandmother. Mrs. Turner was a longtime member of the Red Lick Holiness Church. She was a homemaker, avid gardener and seamstress and had lived most of her life in Estill County.
Mrs. Turner was preceded in death by her husband, Dallas Turner.
She is survived by her son, Phillip Farthing (Lizzie) of Irvine; one brother, Bill Lamb (Eunice) of Ohio; two grandchildren, Jeffery Farthing (Robyn) and Lana Bowlin, both of Irvine; eight great grandchildren: Phillip Preston Farthing, Brittany Hacker, Brooke Truett, Kristi Johnson, Chelsea Bailey, Autumn Winkler, Taylor Masters and Seth Masters; and nine great, great grandchildren.
Special regards to all of her close friends, especially Grethel Bicknell and Christina Officer.
The funeral service for Mrs. Turner was held at 1:00 p.m., Friday, October 13, at Oldham, Roberts & Powell Funeral Home, 1110 Barnes Mill Road, Richmond, with Bro. Jerry Rose and Bro. Erman Turner officiating. Burial followed at the Joe Miller Cemetery in Red Lick. Visitation was from 11:00 a.m. to service time at 1:00 p.m., Friday, at the funeral home.

Betty Sue Lamberth, age 80, passed away Monday, October 9, 2017 at Cookeville Regional Medical Center in Tennessee.
She was born January 27, 1937 in Delinta (Lee County), Kentucky, to the late Clinton and Grace Brandenburg. She was a member of Cookeville First Cumberland Presbyterian Church and a Silver Patron Member of the Women's Ministry. She was also an award-winning Mary Kay Sales Consultant for over 30 years.
In addition to her parents, she was preceded in death by her brother, James W. Brandenburg.
Mrs. Lamberth is survived by her husband of 55 years, Dr. Edwin Lamberth, whom she married June 2, 1962 in Lexington, Kentucky; a daughter and son-in-law, Victoria Lamberth and Tate Albert of Hendersonville, North Carolina; three brothers: Earl Brandenburg (Javenne) of Irvine, Harold Dean Brandenburg of Perryville, and Michael Brandenburg of Beattyville; seven sisters: Loretta Captain of Miamisburg, Ohio; Nina Soper of Lexington, Brenda Wilcox (Bill) of Dayton, Ohio; Delana Brandenburg of Lexington, Judy Clifton (Charles) of Georgetown, Barbara Proffit (Paul) of Brookville, Ohio; and Rebecca Jane Stamper (Mark) of Frankfort; three grandchildren: Molly Thomas, Sage and Quinlan Albert; and many nieces and nephews.
Funeral services were at 1:00 p.m. Thursday, October 12, at the Cookeville First Cumberland Presbyterian Church with Rev. Christian Smith and Dr. Charles McCaskey officiating. Interment followed at 4:00 p.m. at Hillcrest Cemetery in White House, Tennessee.
The family received friends Thursday from 11 - 1 p.m. at the church. Friends and family served as pallbearers.

Emma Frances Tipton, age 79, of White Oak Road in Irvine, Kentucky, passed away Monday, October 9, 2017, at her home following a long illness.
She was born February 16, 1938 in Estill County and was the daughter of the late James and Callie Case Fielder. She was a retired Carhartt, Inc. employee and a member of the Mt. Carmel Christian Church. She had lived in Estill County all her life.
Mrs. Tipton is survived by her husband, Leslie Elwood Tipton; one daughter, Kathy Ann Withers (Leslie), Irvine; one son, Donald R. Tipton (Sandra), Irvine; four sisters: Mary Powell, Geraldine Crowe, Lois Arthur and Diane Willis, all of Irvine; two brothers: James Fielder, Richmond; and Darrell Fielder, Irvine; four grandchildren, seven great grandchildren, and two great, great grandchildren.
She was preceded in death by one daughter, Teresa Gail Estes; one sister, Elizabeth Crowe; one brother, J.W. Fielder; and one grandchild.
Funeral services were conducted Thursday, October 12, 11:00 a.m., at the Mt. Carmel Christian Church by Bro. Mark Pearson. Burial was at the Cobb Hill Cemetery. Friends called between 6 and 9 p.m., Wednesday, October 11th at the funeral home and after 10:00 a.m., Thursday, at the church.

Lois Tipton, 92
Lois Tipton, age 92, widow of Beverly "Tip" Tipton, passed away on Wednesday, September 27, 2017 at Sanctuary in Dayton, Ohio.
Lois was born on September 25, 1925 in Helton, Leslie County, Kentucky. She and her husband, Bev, were longtime members of Otterbein United Methodist Church which in 2008 became New Hope Church. She was an active participant in a variety of ministries over the years at the church.
Survivors include one daughter, Pattie Tipton Trembly of Dayton, Ohio; three granddaughters: Jamie, Krissa and Sarah; and a host of cousins by marriage, including Vivian Lane, Madalene Wasson, Carl and Teddy McIntosh, Wilma and Wayne Wise, and Jerry and Sherry McIntosh, all of Estill County.
She was the daughter-in-law of the late Stormy and Clay Profitt Tipton
Family received friends on October 2, 2017, from 10:30-11:00 a.m. at New Hope United Methodist Church, 536 Xenia Ave., Dayton, Ohio. A funeral service followed at 11:00 a.m., also at New Hope United Methodist Church.
In lieu of flowers, donations may be made to New Hope United Methodist Church or Hospice of Dayton of in Lois's honor.

James W. Ingram, age 96, of Elm Street in Ravenna, Kentucky, passed away Saturday, October 7, 2017, at the Marcum & Wallace Memorial Hospital.
He was born June 3, 1921 in Paint Lick, Kentucky, and was the son of the late James William and Myrtle E. Coldiron Ingram. He served in the United States Air Force during World War II. He worked as an environmentalist with the Clark County Health Department and attended the Christian Worship Center.
Mr. Ingram is survived by his wife, Nancy Strong Ingram; two daughters: Janet Kay Ingram, Portland, Oregon; and Sandra Elizabeth Ingram Bonny (Jim), Irvine; and two grandchildren: Matthew and Caleb Bonny.
He was preceded in death by one sister, Geneva Ingram Edwards.

Donald James Sheeks Sr., age 63, of North Sulphur Wells Road in Irvine, Kentucky, passed away Saturday, October 7, 2017, at the Compassionate Care Center in Richmond, following a long illness.
He was born February 6, 1954 in Bedford, Indiana and was the son of the late James Reath Sheeks and Marilyn Bussey Sheeks Mornout. He was a retired police officer who served with the Irvine Police Department and Eastern Kentucky University. He was a member of the Panola Baptist Church and was a Kentucky Colonel. He had lived in Estill County most of his life.
Mr. Sheeks is survived by his wife, Judy Ann Cockrell Sheeks; one daughter, Melissa Puckett, North Carolina; one son, Donald Sheeks Jr., Estill County; two brothers: John Sheeks, Texas; and David Sheeks, Florida; three grandchildren: Makayla Ann Sheeks, Madison Nicole Puckett and Malachi Belegy.
He was preceded in death by one sister, Donna Jean Sheeks.

Earl David Watts Sr., age 51, husband of Suzanne Embs Watts, passed away on Friday, October 6, 2017 at his home.
A native of Clark County, he was born on March 2, 1966, to the late Benjamin Taylor Watts Jr. and Irene Finney Watts. He was a member of El Bethel United Methodist Church and worked at Jimmy’s Tire and Lube.
In addition to his wife, he is survived by two children, Kelly Lynn Watts and Earl David Watts Jr.; four brothers: Charles Watts (Kathy), Kenneth Watts, Joe Watts and Vernon Watts (Sandy); and several nieces and nephews.
Visitation was from 11:00 a.m. until time of service, 12:00 Noon, Monday, October 9, at El Bethel United Methodist Church, 5229 Trapp-Goffs Corner Road, Winchester, by Rev. Wayne Watts. Burial will follow in Thacker Cemetery.
Pallbearers were Josh Watts, Allen Baber, John Estes, Wesley Miller, David Watts, Tony Watts, Benjamin Watts and Jimmy Miller.

Stephen Fore, 65
Stephen Fore, 65, of Richmond, Kentucky, passed away Thursday, October 5, 2017 at Baptist Health in Richmond.
A native of Estill County, he was a son of the late Linus and Elizabeth Cecil Fore. He was a graduate of Irvine High and Eastern Kentucky University where he was a member of the Sigma Alpha Epsilon Fraternity. Mr. Fore was a member of Ravenna Methodist Church. He was the former owner of Fore Auto Supply, a NRA member and fervent supporter of the 2nd Amendment. He loved his family and was a marvelous father and grandfather.
Survivors include his son, Mike Fore (Marie); brother, Blaine Fore (Rita); grandchildren, Caroline and Emily Fore; and former spouse, Sharon Sullivan.
Services were held at 2:00 p.m. on Monday, October 9th at Lewis-Abner Home for Funerals with Bro. Tony White officiating. A private burial will follow. Friends called anytime after 12:00 Noon on Monday at the funeral home.
Serving as pallbearers were Larry Auxier, Richard Snowden, Steve Puckett, Charles Riggs, Hank Henson, and Marvin Land.

Helen Ann Price, age 71, of Circle Drive in Richmond, Kentucky, passed away Thursday, October 5, 2017, at the Compassionate Care Center.
She was born June 11, 1945 in Estill County and was the daughter of the late Harlan and Sarand Crouch Horn. She was a homemaker and attended the Broadway First Church of God. She had lived in Estill County most of her life.
Mrs. Price was preceded in death by her husband, Carolton Price.
She is survived by two daughters: Connie A. Shepperson and Christine King, both of Richmond; one sister: Virginia Wiseman, Lexington; one brother: Mason Horn, Missouri; four grandchildren: Joshua Shepperson (LeeAnn), Berea; Amber Shepperson, Brandon Campbell, and Sydney King, all of Richmond; and two great grandchildren: Makenna Shepperson and Hunter Shepperson.
She was preceded in death by her sons-in-law: David Shepperson and Tommy King; three sisters: Bethel Johnson, Lydia Witt, and Louellen Walton; and two brothers: Marvin Henry and William Horn.

John Nolan Rucker, age 94, husband of Edna Rucker, passed away Thursday, October 5, 2017, at his home following a long illness.
He was born December 28, 1922 in Madison County and was the son of the late Schuyler and Nannie Smith Rucker. He was retired from American Tobacco Company in Lexington and was a member of the Beech Grove Baptist Church at Red Lick. He had lived in Estill County most of his life.
Mr. Rucker was preceded in death by one daughter, Naomi Ruth Rucker.
He is survived by his wife of 71 years, Edna Johnson Rucker; two sons: Roscoe Rucker (Mary) and Glenn Rucker (Margie), both of Estill County; one daughter, Katherine Rucker Dixon (Donald), Estill County; four grandchildren: Alison Rucker Miller, Rose Rucker, Stacy Rucker Johnson and Justin Dixon; three step-grandchildren, five great grandchildren, eight step-great grandchildren, one great, great grandchild; and four step-great, great grandchildren.

Rodney David Marcum, age 65, passed away Wednesday, October 4, 2017 at the Sarah Cannon Cancer Center in Nashville, Tennessee.
Rodney was born August 6, 1952, in London, Kentucky, a son to the late Johnnie and Joyce (Hunter) Marcum. He was a retired electrician for Dotson Electric in Bowling Green, a faithful member at Warrens Chapel in Vincent, enjoyed the outdoors, fishing, trap shooting at the Owsley County Sportsman Club, and off roading with his 4-wheeler, and classic cars.
He is survived by one daughter; April Miller (David) of Carrolton; one granddaughter, Taylor Miller; one sister; Javenne Brandenburg (Earl) of Irvine; three brothers: Teddy Paul Marcum (Cindy) of Winchester, Johnnie H. Marcum (Joni) of Beattyville, and Brian Marcum (Lesa) of Booneville; nieces: Sonya Carroll (Terry), Missy Hunt (Teddy ), and Ashley Marcum, Rachel Marcum, Tamanya Marcum, and Poreche Marcum; nephews: Chris Marcum (Crystal), Jordan Marcum (Miranda), Keaton Marcum, and Dylan Hayes (Lindsey), great nieces: Teia, Keyona, Tedra, Alexus, Aaleigha, Peyton, and Addi, a special friend; James Phillips, along with many uncles, aunts, cousins and other loving family members and friends.
Rodney was preceded in death by parents, and his loving fiancé of 28 years, Jenny Lynn Brown.
Visitation was held Saturday, October 7, from 12:00 to 2:00 p.m. at the Booneville Funeral Home, 3450 Ky. Hwy. 11 North in Booneville. Funeral services were held Saturday, October 7, 2017 at 2:00 p.m. at the funeral home with Reverend J. Jamison Brunk and Pastor Ronnie Hurst officiating. Rodney was laid to rest in the Marcum Family Cemetery, located in the Pebworth Community of Booneville.

Jeremy Allen McManus, age 38, of Hunting Club Road in Irvine, Kentucky, passed away Tuesday, October 3, 2017, at the University of Kentucky Hospital in Lexington, following a short illness.
He was born August 24, 1979, a son of Patrick and Sandra Lyons McManus. He was a mechanic with Evans Tire Company and has lived in Estill County for the past three years.
In addition to his parents, he is survived by his wife, Hanna Dawes McManus; a daughter, Etta-Lynn Dawes McManus; a son, Deacon Dawes; his step-father, Everett Arthur; one sister, Allison Conner, Richmond; a brother, Adam McManus, Irvine; and a sister-in-law, Jennifer McManus.
He was preceded in death by two brothers: Shawn and Jason McManus.

Leonard Isaacs Jr. was born February 2, 1940 in Jackson County, Kentucky, and departed this life Monday, October 2, 2017 at his residence, being 77 years of age. He was the son of Leonard and Dorothy (Lakes) Isaacs.
Jr. is survived by three daughters, Terri Daugherty (Warren) of Waco, Tammy Day (Bob) of Berea and Tracy Clark (Michael) of Waco; and by one brother, Leon Isaacs (Shirley) of McKee.
He is also survived by his companion of 43 years, Lucille Taylor of Sand Gap; and by her children, Lewis, Billy and Larry Taylor, all of Sand Gap. He was blessed with the following grandchildren, April & Brandy Daugherty, Shonna Hager, Clayton, Justin & Jimmy Clark, Sean Day, Zachary, Cheyenne, Dakota, Jonah, Nate & Damien Taylor; and four great grandchildren, Logan Grimmer, Preston Wilt, Kaylee Hager and Aaliyah Taylor.
In addition to his parents, Jr. was preceded in death by two brothers, Tilford Isaacs and Ernest Isaacs; and by four sisters, Thelma Welch, Eva Hisel, Neva Hisel and an infant sister Ethel Isaacs.
He was a member of the Kerby Knob Baptist Church.
Funeral services were at 1:00 p.m., Thursday, October 5, at Lakes Funeral Home, 1181 Main Street S, McKee, with Bro. Eugene Gentry officiating. Burial followed in the Hisel Cemetery.
Pallbearers were Clayton & Justin Clark, Ernest Lainhart, Logan Grimmer, Zachary & Dakota Taylor.
Honorary pallbearers were Larry Taylor, Warren Daugherty, Bob Day and Michael Clark.
Walter Thomas Robinson, 88
Walter Thomas Robinson, age 88, a resident of the Irvine Health and Rehabilitation Center, passed away Monday, October 2, 2017, at his home, following a long illness.
He was born June 16, 1929, in Madison County, a son of the late Leonard and Rosetta Hutchens Robinson. He was a retired Baptist Minister after preaching for 54 years. He pastored churches in Estill, Lee, Madison, and Garrard Counties. He was a United States Army Veteran where he served during the Korean Conflict. He was a Kentucky Colonel and had lived in Estill County for over 40 years. He was a member of the Owsley Fork Baptist Church.
Mr. Robinson was preceded in death by his wife, Bethel Woosley Robinson.
He is survived by four sisters: Ona French, Madison County; Gladys Muncie, Estill County; Edna Mae Newman, Madison County; and Mary Ruth Babb, Clark County; and three brothers: John Robinson, Hubert Robinson, both of Madison County; and Richard Robinson, Alabama.
He was preceded in death by four siblings: Anna Catherine Newman, Mona Robinson, Robert Robinson, and William H. Robinson.
Funeral services were conducted Thursday, October 5, 11:00 a.m., at the Warren F. Toler Funeral Home Chapel by Bro. Chris Green with burial following in the Kennon Cemetery. Friends called between 6 and 9 p.m., Wednesday, October 4th at the funeral home.
